Research On Government Behavior In The Revitalization Of Rural Industries In Donglan County Of Guangxi

The report of the 19 th National Congress of the Communist Party of China pointed out: "To implement the strategy of rural revitalization,we must insist on giving priority to the development of agriculture and rural areas,and in accordance with the general requirements of industrial prosperity,ecological livability,rural culture,effective governance,and affluent life,establish a sound urban-rural integration development system and mechanism.Policy system to accelerate the modernization of agriculture and rural areas.” The two-cross general policy of implementing the rural revitalization strategy puts “industrial prosperity”in the first place.Industrial revitalization,as the first of the “five major revitalizations”,is the cornerstone and breakthrough point for rural revitalization.The strategy of rural revitalization requires the government to play a strong role,and industrial revitalization,as an important part of rural revitalization,is also inseparable from the leading and promoting role of the government.This article focuses on the research theme of industrial revitalization in the context of the rural revitalization strategy.It takes the government behavior in the revitalization of rural industries in Donglan County,Guangxi as the research object.It conducts targeted research through consulting and collecting relevant documents and on-site visits to investigate Donglan.The county government’s behavior in all aspects of rural industrial revitalization focuses on using grounded theoretical qualitative research methods to analyze the inherent logical influencing factors of the Donglan County government’s behavior in the process of implementing rural industrial revitalization.The research found that it constitutes the rural industrial revitalization of Donglan County.The difference between policy supply and industrial development demand,the gap between implementation vision and actual implementation results,and the misalignment of fiscal supply and fiscal demand are the three main influencing factors of "policy formulation","implementation effectiveness" and "fiscal status".It then proposes an optimized path for government behaviors such as improving policy-related operating mechanisms,coordinating and strengthening government guidance,participating in multiple entities to promote industrial integration,and strengthening guarantees to ensure the orderly revitalization of industries.The author’s research aims to provide a realistic reference for the industrial development of Donglan County and similar central and western counties,and at the same time help to enrich the research on the revitalization of rural industries.
