Research On The Evaluation Of Government Function In Industrial Revitalization Of Gongbo’ Gyamda County

With the continuous economic development,the Chinese government has positioned the rural revitalization strategy as the core component of regional economic activities,and this work has also become an important basis for measuring the performance of local governments in the eradication of poverty.In the implementation of the rural revitalization strategy,industrial revitalization is the core element to promote this strategy,and an important factor to determine the sustainable development of local economy.The essence of rural revitalization is to explore a path that can achieve sustainable economic development in rural areas,to improve the income level of residents in such areas,and then achieve the goal of common prosperity.It is worth noting that industrial revitalization focuses more on whether local governments can design the adjustment of industrial structure that can promote regional economic development,and use the adjusted industrial distribution to improve the overall income level.Therefore,the role of local government in industrial revitalization will directly determine whether the process of industrial revitalization can be successfully achieved,which is a crucial driving factor for the sustainable development of regional economy.This paper chooses Gongbo’gyamda County of Tibet Autonomous Region as the research sample,and deeply analyzes the performance of local government in industrial revitalization,to realize the evaluation of governmental functions.This paper finds that the core industry of Gongbo’gyamda County is the agriculture and animal husbandry industry,and the culture and tourism industry has gradually become an important part of the process of regional industrial restructuring.Considering the regional industrial structure and ecological environment,this paper mainly evaluates the governmental functions from four aspects: policy support,service support,brand creation and environmental protection,and then constructs the evaluation index system for governmental functions.Based on the data of the questionnaire,this paper uses the analytic hierarchy process to analyze the weight of different indicators,and obtains the evaluation results of each indicator.According to the empirical results,this paper finds that the performance of Gongbo’gyamda County in policy support and service support has been highly recognized by government participants,industry participants and residents,especially in the efforts of local governments in the agricultural and animal husbandry industry.Although the degree of recognition of local government in brand creation and environmental protection is not high,most participants in the process of industrial revitalization have recognized the importance of protecting the ecological environment,and believe that the development of cultural tourism industry needs to be based on the protection of the ecological environment,to achieve the goal of sustainable economic development.Through theoretical analysis and empirical analysis,this paper evaluates the government behavior of Gongbo’gyamda County in the process of industrial revitalization from various aspects,and the findings can effectively help local governments to formulate development plans and strategic directions,thus providing corresponding guarantees for rural revitalization.
