Shanghai Cooperation Organization And Central Asian Regional Security Governance

Regional influence on national development is gradually increasing.The current world order and international pattern are complex and changeable,the trend of anti-globalization is strengthening,the role of global governance is limited and hindered,regional hotspot issues and conflicts are frequent,regionalism is further developed,and countries are paying more and more attention to regional issues that are closely related to themselves.To better maintain regional security and stability,the state actively explores regional governance mechanisms.As a significant part of global governance,regional governance plays an vital role in stabilizing regional cooperation mechanisms and promoting good regional governance.Since the independence of Central Asian countries,the "three forces",drug problems and inherent contradictions among countries and many other unstable factors affecting regional security have made Central Asian countries have strong demands in regional security governance.The unique geopolitical status and geographical proximity of Central Asia are closely related to the stability of China’s western borders,which makes China pay special attention to the security situation in Central Asia.Therefore,the core mission of the Shanghai Cooperation Organisation is to jointly combat the "three forces" of terrorism,separatism and extremism,illicit drug trafficking and other transnational crimes which threaten regional peace,security and stability.Over the past two decades of development,the SCO has made outstanding achievements in the field of security cooperation.It has established a series of security cooperation systems,constantly expanded the field of security cooperation,improved the mechanism of security cooperation,and deepened the security governance in Central Asia.However,there are still some limitations in the security governance of Central Asia.In the face of major emergencies or regional security issues,the SCO is not the first choice of Central Asian countries.Based on instrumental rationality,they may choose to seek help from other regional organizations,such as the Collective Security Treaty Organization(CSTO).Its role in resisting the "color revolution" is only limited to expressing attitudes and positions.In dealing with the internal problems of the Central Asian states,the SCO has long been subject to the principle of "non-interference in internal affairs",which makes it difficult for the SCO to play its maximum role.Based on this,in the future,the SCO should pay more attention to its own organization building,enhance organizational identity,constantly improve security cooperation mechanisms,establish conflict mediation mechanisms,promote cooperation among regional organizations,build a regional security community in Central Asia,and enhance the capacity of regional security governance in Central Asia.
