| With the accelerated process of population aging in China,the traditional model of family taking care of the elderly has been unable to cope with such realistic problems as the large increase in the elderly population and in the number of impaired elderly.At this time,the whole country,society and individuals should jointly assume the responsibility of caring for the impaired elderly.Accoordingly,the long-term care insurance system came into being.As early as 2005,China began to explore commercial long-term care insurance,which has taken the first step for China to actively deal with the aging population and establish a national long-term care insurance system.Starting from 2016,15 long-term social care insurance pilots were officially launched nationwide.On March 5,2019,Premier Li Keqiang proposed expanding the long-term care insurance system pilots in the Report on the Work of the Government 2019 issued by the State Council.Long-term care insurance is a kind of health insurance that compensates for the cost of receiving long-term care when the insured is impaired or partially impaired due to their old age,diseases,etc.This insurance is characterized by the specificity of care objects,the long term of care time and the comprehensiveness of care.The establishment of a long-term care insurance system can effectively reduce the burden on families,allocate medical resources,and optimize the distribution of human resources.Thus,it is a crucial measure to deal with the impairment risk of the elderly.From the perspective of feedback from various pilot projects,there are many problems in China’s long-term care insurance system,such as lack of legislation,large differences in various standards,and insufficient care service capabilities.As the legal systems of long-term care insurance in the United States,Germany and South Korea are relatively mature in terms of scope of coverage,system operation and management supervision,China can refer to their experience available and give full play to the leading role of the country and the complementary role of commercial long-term care insurance while establishing a nationwide social long-term care insurance system through legislation.Through legislation,the specific contents of the long-term care insurance system,such as the scope of coverage,methods and standards of financing and payment,and impairment assessment standards,etc.,are are regulated.Other measures include: to improve the long-term care insurance matching mechanism,and establish institutions for care category appraisal and care personnel training;to set up the government supervision organization and public supervision mechanism of long-term care insurance.During the formulation and implementation of the system,it is paramount for China to abide by the principles of adapting to the actual needs and differentiation of elderly care and complementing deficient legislations,establish a legal institution suitable for China’s national conditions,and maintain the safe and sustainable development of the long-term care insurance system. |
