Research On The Effect,Problems And Countermeasures Of The Cultivation Of New Professional Farmers In Chongzhou

The report of the 19 th National Congress of the Communist Party of China puts forward the strategy rural revitalization strategy,which provides guidance for further promoting agricultural and rural modernization and solving the issues relating to agriculture,rural areas and farmers.In order to implement the strategy of rural revitalization,the key is to cultivate a high-quality rural talent team.In 2012,the "No.1document of the central government" first proposed the work requirements of cultivating new vocational farmers.With the exploration and implementation of various regions,the cultivation of new professional farmers has achieved good results and cultivated a large number of talents for the development of agricultural and rural areas in China.Chongzhou is one of the first pilot counties for cultivating new vocational farmers in China,which is representative to some extent.From 2012 to now,Changzhou city has constantly summarized.It has established a relatively mature new vocational farmer cultivation system and formed a unique "agricultural joint operation system”.Therefore,the study of the mode of the new vocational farmers’ work in Changzhou,the analysis of the current situation,and the summary of the results can not only provide suggestions for the next work in Changzhou,but also provide reference for the cultivation of new vocational farmers in various regions of China.In this paper,the relevant research at home and abroad is combed,and the classical theories such as human capital theory,dual economic structure theory and Marx’s all-round human development theory are taken as the theoretical basis.Through on-the-spot investigation and interview,this paper summarizes the current situation and cultivation mode of new vocational farmers in Changzhou city.As of 2018,a total of 10007 new vocational farmers have been cultivated in Chongzhou.In the evaluation of cultivation effect,AHP and fuzzy comprehensive evaluation are used in this paper.Using the data of questionnaire survey,the empirical analysis shows that the overall cultivation effect of new vocational farmers in Chongzhou city is "good",which shows that the cultivation of new vocational farmers in Chongzhou city has achieved excellent results on the whole.From the perspective of sub indicators,"Content matching degree" and "policy propaganda strength" are "medium",which indicates that there are some deficiencies in the current work.Through empirical analysis and research,it is found that there are still some problems in the cultivation of new vocational farmers in Changzhou,such as the imbalance between the quality and structure of the talent team,the coexistence of resource shortage and resource waste,the mismatch between training work and demand,the imperfection of the supporting policy system,the shortage of funds and the single source of funds.In view of these problems,this paper also puts forward countermeasures and suggestions to strengthen rural education,improve the service system,pay attention to the actual needs of farmers,optimize policy supply and increase funding.
