Research On The Problems Of Cultivation Of New Type And Occupational Farmers

China is a large country in population and agriculture, and in the process of development ofmodern agriculture, farmers are the main body. However, farmers are the vulnerable groups, so, howto improve their quality becomes the core problem of “three agriculture”. In2012, the document No.1released by party central committee clearly stated to cultivate new type and professional farmers, tocultivate a group of new type and high-quality professional farmers with culture, technology, goodmanagement, venture; In2013, The third Plenum of the eighteenth central committee, the partypositioned a new urban-rural relationship between workers and peasants to promote agriculture byindustry, to promote rural through city, to benefit both urban and rural, to integrate urban and rural. In2014, the document No.1released by the party central committee profound deeply that in order tosolve farmers’ problems, we must deal with whom is farming in the future. China realizes the dreamof being a rich kingdom, farmers must get rich first, and we must enrich farmers and promote farmers.From what discussed above, we could conclude that it is the urgent need of developing agriculturalmodernization to cultivate a number of new type and professional farmers.This paper aims to describe what new type farmers and how to cultivate them, to analyze thebackground of cultivating problems, to raise the importance and urgency of cultivating a number ofnew type and high-quality professional farmers with culture, technology, good management, venture.Based on the empirical study, this thesis analyzed the present training situation for new typeoccupational farmers in Jiangshan city, Zhejiang province. Besides, the training problems such as thecultivation of laws and regulations, unified coordination, management system as well as peasants’personal constraints are also discussed. At the same time, by reference to relevant research bydeveloped countries and Hong Kong and Macao area, this thesis summarizes and learns from theirrelated experience and characteristics in the process of modernization, the education and cultivation ofoccupational farmers, in order to enlighten China’s training for occupational farmers. Finally, thisthesis put forward some feasible solutions and suggestions to solve the problems of new type ofoccupational farmers’ cultivation from the aspects such as the improve of rural education system, thepromotion and innovation of new training type of occupational farmers, as well as the beautificationfor the training support system of new occupation farmers.
