Study On The Problems And Countermeasures Of Cultivating New Professional Farmers Led By Local Governments

Cultivating new types of professional farmers is a key measure to achieve talent revitalization in the rural revitalization strategy.The report of the 20 th National Congress of the Communist Party of China emphasizes the need to comprehensively promote rural revitalization,and the implementation of the rural revitalization strategy has entered a new stage.The main force of rural agricultural development is represented by new professional farmers,developing and cultivating new professional farmers,and strengthening talent support for rural revitalization.In recent years,although the cultivation effect of new professional farmers has significantly improved under the leadership of local governments,there are still many problems in actual cultivation work.Effectively compensating for these shortcomings will be of great significance for the development of rural agriculture and the realization of rural revitalization in China.This article takes C City,Inner Mongolia as an example to focus on the cultivation of new professional farmers under the leadership of local governments and its countermeasures.Conduct research from four perspectives: education and training,identification and management,policy guarantee,and government supervision,in order to cultivate a new type of professional farmers.We have reviewed relevant research both domestically and internationally,using classic theories such as human capital theory,public goods theory,and multi center governance theory as theoretical basis.Through literature review,questionnaire survey,and interview methods,the current situation of the cultivation of new professional farmers in C city was organized and analyzed.At the same time,the Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation Method were used to evaluate the performance of the cultivation of new professional farmers in C city.Empirical analysis shows that the current performance of cultivating new professional farmers in C city is "good",belonging to a good level.Overall,the cultivation quality and level of new professional farmers in C city have achieved excellent results,and have received satisfaction and recognition from the cultivation targets.Through empirical summary and research,it has been found that the current problems in the cultivation of new professional farmers under the leadership of the local government in C city include a mismatch between education and training supply and demand;The identification management mechanism needs to be improved;Inadequate support policies and guarantees;The main cause of the problems in cultivating new professional farmers under the leadership of the local government in C city lies in the insufficient supply of education and training;The occupational qualification admission system is not perfect;The government does not attach enough importance to cultivation work;Lack of corresponding supervision and evaluation mechanisms.Finally,in response to these issues and reasons,it is proposed to construct a new type of professional farmer education and training system;Establish and improve the management mechanism for cultivating and recognizing new types of professional farmers;Strengthen the policy guarantee for cultivating new professional farmers;Strengthening the supervision and evaluation mechanism for the cultivation of new professional farmers and other optimization suggestions.
