| In the process of promoting the modernization of national governance system and governance capacity,institutional establishment resources are the ruling resources of the Party and the state.Scientific and rational allocation of institutional establishment resources is an important prerequisite to ensure the full and correct performance of government functions.As a kind of public resources,institutional establishment resources have strong public characteristics,and can bring into play the benefits through the overall allocation.Therefore,with the comprehensive deepening of the new round of institutional reform,how to use effective means to reasonably allocate institutional staffing resources so as to fully ensure the full performance of duties by Party and government institutions and release reform dividends,it is necessary to continuously conduct in-depth research by institutional staffing management departments at all levels.As a municipal district of Dalian City,S District has completed the reform of party and government organizations in 2019,but the social development in the new era has put forward higher requirements for S District government’s ability to perform its duties.Therefore,it is of great practical significance to study the optimization of S district government’s resources allocation.This paper starts with the current situation of the use of institutional establishment resources in S district government,combines the theory of limited government and resource allocation,uses literature analysis,survey and in-depth interviews,and comprehensively summarizes the achievements of the current institutional establishment allocation plan in S district government since the reform of party and government institutions in 2019.Then,we can draw a conclusion that there are some problems in the allocation of S district government,such as "the demand of the department can not be satisfied","the use of some resources is not reasonable" and "the use of resources is difficult to ensure".The reason is that the establishment management department does not have enough understanding of the theory core,the resource allocation means to be optimized,and the coordination between multiple systems is insufficient.Finally,aiming at the problems and causes,this paper puts forward a practical and operable optimization plan for resource allocation in S district.It is necessary to strengthen the legality,seriousness,authority,emancipate the mind,enrich the means and optimize the synergy among the systems in the allocation of institutional establishment resources.It is hoped that through the work of this paper,the practice of S District can be transformed into a local experience to promote the use efficiency of institutional establishment resources of local government departments at the district level under the background of institutional reform;to promote the improvement of the performance capacity of local governments at the district level;and to promote the modernization process of national governance system and governance capacity. |
