| Institutional staffing resources are a fundamental and special governing resource.Scientific allocation of institutional resources and standardized management of institutional staffing are of great significance for enhancing the Party’s governance ability and promoting the transformation of government functions.Especially as socialism with Chinese characteristics enters a new era,in the new journey of building modernization of socialism with Chinese characteristics and realizing the great rejuvenation of the Chinese nation,promoting the standardization,rule of law,and scientific construction of institutional staffing management provides strong and powerful institutional support for the great cause of national rejuvenation,which is of great significance and far-reaching impact.As a grassroots administrative unit,the county and city governments have a comprehensive institutional structure,smooth functional allocation,and scientific and reasonable staffing verification,which are extremely important for county social governance.This article takes L city as a research case,systematically elaborates on the problems in the management of institutional staffing in L city,analyzes the reasons for the problems from different perspectives,and proposes targeted solutions.Firstly,through an academic literature retrieval platform,search for keywords such as institutional staffing management and reform,borrow relevant journals and newspapers,collect and organize relevant policies and reform implementation documents,summarize the relevant concepts and basic theories of institutional staffing management,and systematically explain the process of government institutional reform since the reform and opening up.Secondly,based on the survey results and collected data,representative issues such as excessive overall scale and insufficient departmental stafing in L city’s institutional staffing management,gaps in departmental integration and responsibility integration,and difficulty in solving historical issues in institutional staffing management were listed.And in response to the problems in the management of institutional staffing in L city,the reasons for the problems are analyzed from three perspectives:multiple interference factors in institutional staffing management,unclear departmental functional responsibilities,and insufficient rigid constraints in institutional staffing supervision and inspection.Finally,corresponding solutions are proposed to address the typical problems that arise in the management of county-level government institutions.Exploring the management of county and city government institutional staffing can help further deepen reform and promote the modernization of grassroots governance systems and governance capabilities.By strengthening the leadership of the Party,strengthening the rule of law thinking,building a simple and efficient grassroots management system,promoting the downward shift of the governance center,and continuously strengthening the rigid constraints of institutional staffing supervision and inspection,we can effectively solve typical problems in the management of county-level government institutions. |
