Research On Optimization Of Public Service System Of Danyang Military-civilian Integration Industry Cluster

As military-civilian integration has gradually become a national strategy,in-depth studies on military-civilian integration have been carried out,and military-civilian integration has become an important strategic measure to promote the construction of military industry and national defense,as well as to promote regional and national economic and social development.Under the guidance of the national strategy,local governments have responded to the development needs of national defense and economic construction,combined with local industrial characteristics,vigorously developed the military-civilian integration industry,and cultivated military-civilian integration industrial clusters.The construction of public service systems plays an important role in building industrial clusters.The economic output of Jiangsu Province ranks in the forefront of the country,as it has a good military industrial base.With a large number of institutions of advanced learning and scientific research institutes in the province,the awareness of military and civilian integration developed.A number of industrial clusters covering aerospace,ship special equipment,electronic information,high-load specialties,new materials,emergency equipment and other industrial fields have emerged.The research object selected the only national-level military-civilian integration industrial cluster in Jiangsu Province,namely the Danyang military-civilian integration industrial cluster.Through combing and researching a large number of documents,it is proposed that the public service system of the military-civilian integration industrial cluster should at least include five aspects: policy and regulation,basic environment,science and technology service,talent support and intermediary services.On the basis of fully understanding the current situation of the public service system of the Danyang militarycivilian integration industrial cluster,with the theoretical guidance of the whole of government,innovation cluster and complex adaptive system,by using the methods of questionnaire and interview.This paper conducts on-the-spot investigation and analysis of the results of current Danyang military-civilian integration industrial cluster,and finds that the main existing problems are as follows: the relevant policies and regulations formulated by the government are incomplete,there is room for improvement in the construction of cluster basic services,insufficient interaction between industry,universities and research institutes,and the function of science and technology service platform has not been brought into full play.Although it pays attention to the introduction of high-level and high-quality talents,it ignores the training and development of talents,and the lack of functions of intermediary service,which cannot meet the professional service needs of most enterprises in the cluster,and then explore the causes of the problems.Subsequently,through the analysis of the construction of the advanced cluster public service system at home and abroad.The purpose is to improve the functions of the existing public service system so that the overall effectiveness of the system can be fully exerted,thereby promoting the development of the military-civilian integration industrial cluster,and then driving the economic growth of the entire region.
