The Evolution Path Of Community Social Organizations

Community social organizations are mass organizations with the community as the platform and the main purpose of solving residents’ problems.In particular,public welfare community social organizations participate in the process of community governance by relying on their own autonomy and service,and play an important role in promoting the modernization of community governance system and governance capacity.However,the number of community social organizations in China is still far lower than that in developed countries,and there is a problem of unbalanced structure.The development and evolution of community social organizations has always been a focus of academic attention.Most scholars view the evolution path of community social organizations from the macro perspective of "state-society" relationship,but this paper chooses a more specific perspective of actors as the point of interest.Through multiple case studies,the development of four community social organizations in Z Street is taken as an example.Based on governance theory and synergetic theory,This paper attempts to derive the diversified evolution path of community social organizations from the interaction between the government support and key actors in the development of community social organizations,and provides a new perspective for the development of community social organizations.Study found that in the development of the community social organizations mechanism,the institutional environment for the development of the community social organizations provide the legitimacy of space,especially the terms for the specific policies and even affect the initial direction of development,so the system of environment is actually reflects the degree of government support the development of the community social organizations,many of the literature and empirical studies have proved that the development of the community social organizations will be influenced by the government,so will the government support as an important dimension to promote the development of community social organizations;Key actors provide dynamic support for the evolution of community social organizations,directly participate in the development process of community social organizations,and profoundly influence the evolution path of community social organizations.Through the organic combination of these two dimensions,this paper finds that the development of community social organization is actually a multi-evolution path."Strong government support--weak key actors" will produce "government-led evolution path";Under the guidance of "weak government support--strong key actors",community social organizations will embark on the "market-oriented evolution path".Key actors "in the" strong government support,strong combination,the community social organizations will tend to be "collaborative evolutionary path",but if the government support for the community social organization degree is low,and are less able to key actors,the evolution of the community social organizations process would be slow,hence become a "developmental evolution path to freedom".The research on the development mechanism of community social organizations can not only successfully cultivate more community social organizations to participate in social governance and stimulate the enthusiasm and creativity of the masses to participate,but also provide a new theoretical perspective and research direction for the cultivation and development of community social organizations.
