| Citizen participation is the foundation of social governance,which is not only the embodiment of governance modernization,but also the inevitable requirement of the development of harmonious society.At present,the development of information technology has brought new opportunities for social governance.Many local governments have actively used digital technology to build a digital platform for social governance,committed to promoting the integration of resources and functions,reducing the cost of citizens participating in social governance,improving convenience,and enhancing the efficiency of social governance.However,these digital platforms generally face the problem of insufficient citizen participation,and it is difficult to activate citizens’ participation enthusiasm.Therefore,the core question of this paper is:What factors affect citizen participation in social governance based on digital platforms?And how do these factors affect citizen participation in social governance based on digital platforms? By answering the above questions,this research intends to provide effective models and explanations for citizen participation in social governance on digital platforms in theory,and to provide reference for how to set up effective incentives to encourage citizens to participate in social governance in practice.Based on the relevant literature of the influencing factors of citizen participation,this paper integrates the citizen voluntary model,social exchange theory and cognitive integration theory,and builds a research model from antecedents to internal driving to behavioral results,combining the characteristics of digital platforms to extract influencing factors and put forward relevant hypotheses.Taking the "Weijiayuan" We Chat applet launched by Jiaxing City,Zhejiang Province as the research object,the survey was conducted in Dayun Village,Jiaxing City,Zhejiang Province.Through field investigation,preliminary investigation and formal investigation,the questionnaire design,issuance and recovery were completed,and the measurement model test and structural equation model analysis were carried out on 326 valid samples.Through empirical research,this paper draws the following conclusions: First,in digital platform,citizen participation in social governance is mainly affected by time,recruitment networks,material incentives,and image incentives,while technological skill and collective incentives do not directly affect citizen participation in social governance;second,public value creation and private value acquisition have a significant impact on citizen participation behavior,and private value acquisition has a stronger impact on citizen participation in social governance than public value creation;third,public value creation and private value acquisition play a significant intermediary role between prerequisite factors and participation behavior.Specifically,time,recruitment network,and collective incentives indirectly affect citizens’ participation behavior through public value creation;material incentives and image incentives indirectly affect citizens’ participation behavior through private value acquisition.Influencing citizen participation behavior reveals the influence of perceived value in the citizen participation mechanism.This article combines the characteristics of the selected platform and related literature to discuss the specific impact and mechanism,and finally puts forward policy recommendations.The possible contributions of this research are: first,integrated theories to build a comprehensive model,and extracted influencing factors based on the characteristics of the digital platform to expand the theoretical model;second,analyzed the driving role of social exchange from the perspective of citizenship,and provided a new perspective and path for the research of citizen participation in social governance;finally,it provides a valuable reference for the public sector to activate citizens to participate in social governance based on digital platforms. |
