| Rural social governance is one of the important contents of social governance in China.Innovation of rural social governance measures will help to improve the efficiency of rural social governance,further improve the level of rural social governance,and better promote rural social and economic development.At present,there are some problems in rural social governance in some areas of our country,such as: the low degree of organization of the main body of rural social governance;the pressure-based administrative management system leads to the grass-roots focus on the upper responsibility,but often neglect the lower responsibility;the role of some emerging elites in rural governance is inappropriately positioned,especially some clans.The excessive involvement of ethnic evil forces in the governance of Rural Affairs has brought negative impacts on the governance process and insufficient investment in rural social governance.In order to effectively solve these problems in rural social governance,the relevant institutions must adhere to the basic principle of "people-oriented",adopt scientific measures to solve various problems arising in the process of rural social development according to the actual situation of rural cities and counties,take safeguarding and improving people’s livelihood as the core,and follow the principle of "fairness".The concepts of justice and rule of law promote the pace of rural social governance.The specific countermeasures include: laying a good economic foundation for rural governance through rural revitalization;strengthening the leadership of the Party and giving full play to the leading role of the governing body of the grass-roots government;realizing the transformation of the governing body from "unitary" to "pluralistic";and realizing the transformation of the governing mode from "unitary" to "pluralistic".“ The transformation of regulation to service,the transformation of governance mechanism from rule of man to rule of law,and the standardization of directing rural clan forces and emerging elites to participate in rural governance in an orderly manner are also pointed out. |
