Research On The Evolution Path Of Provincial E-government Policy

Provincial governments have formulated a series of policy documents to promote egovernment.Each policy document has a profound impact on the quality and development of e-government.Starting from the “Government Year of Internet Access” in 1999,the provincial e-government has been 20 years ago The history of evolution,and the policy document throughout,is a guide to the direction of the provincial e-government promotion process.So how has the provincial e-government policy evolved in these 20 years? What ways can be explored? The country attaches great importance to provincial electronics Government Affairs,“China Network Office Secret[2017]No.907” document identified eight provinces with solid e-government foundations including Beijing,Shanghai,Jiangsu,Zhejiang,Fujian,Guangdong,Shanxi,and Ningxia as national electronics Comprehensive government affairs pilot(1).Although they were established as pilots in 2017,they already have a solid foundation for e-government construction.And it is typical in the provincial egovernment field,which provides a window for exploring the evolutionary path of provincial e-government policies.Based on the above background,the central topic of this study is: How to grasp the evolution path of the provincial e-government policy by retrospecting it? To answer this question,this study defines and explains the basic concepts of e-government and public policy.Based on the theoretical basis of policy process theory and bounded rational decision theory,based on 1.03 million word policy documents in eight pilot provinces and cities from 1999 to 2018,with the help of NVivo11 qualitative research tools,text analysis and rooted theoretical methods were used.Explore the surface characteristics and content characteristics of these policy documents,and the specific analysis content includes the phase division of these policy documents;the characteristics of policy themes,subject,and number of issues at different stages;the “story line” of policy evolution;the dynamics of policy evolution And so on,thus conducting an exploratory study on the evolution path of provincial e-government policy.Based on a comprehensive analysis,this study finds that provincial e-government policy generally presents an evolution path of “policy blank-policy sound-policy diversification”,and the evolution stage is the initial stage(1999-2003)and the development stage(2004-2012)and deepening stage(2013-2018);evolutionary power is driven by top-level design-driven external power and government service demands are driven by internal power Composition;the focus of evolution includes five dimensions of focus,including construction,government affairs,services and data,and information;the important evolution nodes are 2003,2007,2009,2012,and 2016.Together,they constitute the provincial e-government policy evolution path The base,finally formed a “crosswise” evolution path map.
