| With China’s entry into an aging society,the "421" family model has become the mainstream.In 2015,China implemented a comprehensive two child policy,and more and more families will become the "422" model.That is to say,a couple has to support four old people and raise two children,resulting in a sharp increase in the pressure on families and society to provide for the aged.In the context of aging,the way of providing for the aged is becoming more and more diversified,in which mutual support for the aged quickly highlights its advantages.Mutual support means that the elderly live together,help each other and provide for the aged together.Mutual support for the aged has a profound cultural tradition in rural areas of China.The fourteenth five year plan proposes to develop inclusive pension services and mutual support for the aged.Mutual support for the aged has been promoted by the state.Compared with the developed areas,the economic development of pastoral areas in Inner Mongolia is relatively slow.A large number of young people in pastoral areas choose to go out to work,leaving a lot of empty nest left behind elderly.In Inner Mongolia Pastoral Areas,there is also the problem of aging population.Compared with other rural areas with the same conditions in geography,ethnicity,culture and customs,pastoral areas have their own particularity.Mutual support for the aged should also be adapted to local conditions.This paper selects a typical pastoral area,taking m township of Inner Mongolia K banner as the research object,finds the problems existing in the Inner Mongolia Pastoral Area mutual happiness home through questionnaire survey,interview survey and other forms,and understands the needs of the elderly in the happiness home for mutual support.According to the survey,we found that there are some problems in the mutual support for the elderly in Inner Mongolia Pastoral Areas,such as lack of care,unclear division of rights and responsibilities,more mutual support for "self-help pension",slow development of mutual support for the elderly,and low awareness of mutual support for the elderly.Through the analysis,it is concluded that the reasons for the above problems lie in the serious grassland complex of herdsmen,the lack of laws and regulations and related systems,the lack of learning and training,the lack of fund investment in poor pastoral areas,and the inadequate publicity of mutual support for the elderly in pastoral areas.On this basis,countermeasures are put forward from the aspects of enriching the spiritual life of the elderly in pastoral areas,improving the relevant laws,regulations and systems,improving the "mutual assistance" level of the happy home in pastoral areas,increasing capital investment,and strengthening the publicity of mutual assistance for the elderly.Hope that through this study,for the implementation of mutual support in pastoral areas to provide a certain reference to promote the comprehensive development of mutual support in pastoral areas. |
