As executors of the Party and state work,civil servants are the direct channel for governments at all levels to face the people,responsible for corresponding command,organization,and coordination work.Their work status will affect the government’s image in the minds of the people.So,how to mobilize their work enthusiasm,guide them to take on responsibilities,motivate them to take on responsibilities,and expand their promotion space has become an urgent issue that needs to be solved in the new era.The implementation of the parallel system of civil servant positions and ranks aims to mobilize the initiative,enthusiasm,and creativity of civil servants.This system will establish a promotion channel for rank,which is parallel to the promotion channel for position.The rank and salary will be linked,and salary and welfare benefits can be increased through rank promotion.This system can improve the civil service system,promote classified management of civil servants,and expand the career development space for civil servants,especially grassroots civil servants.At the same time,it is conducive to solving the problems of unclear attribute definition and unscientific setting of non leadership positions.However,whether a system can fully play a positive role depends on its implementation effect and whether the relevant issues exposed during the implementation process are continuously improved.Therefore,on the basis of understanding the implementation of rank promotion,it is necessary to analyze the relevant problems and reasons that arise during the implementation process,and provide some suggestions for the optimization and improvement of rank promotion.This article studies and summarizes relevant literature both domestically and internationally,analyzes and sorts out relevant research,and combines relevant laws and regulations of China’s civil service system,based on the fairness theory,expectancy theory and demand level theory,combined with the actual situation of E city.Using interview and questionnaire methods to investigate and analyze the implementation of the system,it was found that there are some problems in the implementation of promotion for civil servants in E city under the system of parallel positions and ranks:Firstly,short of popularization and promotion of the system;Secondly,the salary increase after rank promotion is not significant;Thirdly,the supervision mechanism for rank promotion is not perfect enough;Fourthly,the targeted assessment mechanism for rank promotion is not strong;Fifthly,the independence of rank promotion is weak.The main reasons for this are reflected in system propaganda,salary supporting systems,supervision mechanisms,assessment mechanisms,and the independence of job promotion.The following optimization suggestions are proposed for the analysis of the existing problems and reasons: firstly,to strengthen the propaganda work of the system;secondly,to ensure the salary and welfare benefits: to build a multi-channel financial guarantee mechanism,increase the linkage between rank and salary;thirdly,improve the supervision mechanism: improve internal and external supervision mechanisms,strengthen the supervision of the entire process of rank promotion,and establish a post rank promotion supervision mechanism;fourthly,establish a promotion assessment mechanism: establish a dedicated assessment mechanism,refine the content of promotion assessment,strengthen and enrich the assessment team,and establish a specialized coordination and management department;fifth,optimize the design of the rank system: explore the establishment of unconventional promotions,set appropriate promotion numbers,and establish a competitive elimination mechanism.
