Improving the incentive study of urban community workers is of great significance to the improvement of epidemic prevention and control efficiency and community governance capacity.Since the outbreak of COVID-19,urban community workers have played an important role in organizing,coordinating,managing and serving COVID-19 prevention and control.In epidemic prevention and control into the normalized phase,epidemic prevention and control work of community workers also puts forward new requirements,need to community workers more refined and precise control and prevention measures,but the current community workers facing workloads,lack of motivation in the process of work,professional level and the problem of lower social position,hindered the effective development of epidemic prevention and control work.Therefore,it is of great significance to improve the incentive mechanism of urban community workers in the context of normal epidemic prevention and control to improve the pertinence and effectiveness of normal epidemic prevention and control in communities.Based on the clear dual factors theory,demand hierarchy theory,reinforcement theory,on the basis of summarizes the city community workers incentives,the relevant concepts and the important significance of the study research of urban community workers incentives to promote the government department,including as the community worker burden,promote the material guarantee,through career advancement channels,improve the working conditions,etc.,Combined with relevant literature,data and news policy materials,this paper deeply analyzes the current situation of urban community worker incentive in China,and the practices of typical communities such as Shanghai Kangcheng Community,Wuhan Donghu New Town community,and Shenzhen Qiaoxiang Community.This thesis analyzes the problems existing in the incentive process of urban community workers in China,such as the imbalance between work tasks and salary and welfare,the lack of enthusiasm of the government in promoting community workers,the low degree of specialization,and the insufficient attention to the status of community workers.By analyzing and drawing lessons from the successful practices of foreign community worker motivation,Japan and the United States,the experience is summarized.According to the actual situation of city community worker team incentive in our country,put forward feasible strong countermeasure Suggestions to perfect the urban community workers incentives,the first positive perfecting community governance mechanism,the strengthening of community workers to ensure the material,the third to promote community workers reasonable competition,and improve the selection and training mechanism,4 5 strengthen community workers identity,etc.The government plays multiple roles in promoting the construction of community workers’ incentive mechanism,from overall planning,formulating reasonable and feasible policies to promoting urban community workers’ incentive,to supervising the implementation and ensuring the effective implementation of various policies.Only in this way can we build a high-quality team of community workers and finally realize the continuous improvement of community governance capacity under the normal epidemic prevention and control.
