Research On The Problems And Countermeasures Of Urban Community Grid Service Management

Urban Grid Management Mode(UGMM)is born against the background of the fast development of ’digital city’.The "Decision of the Third Plenary Session of the Eighteenth Central Committee on Several Major Issues for Comprehensive Deepening of Reform" proposed that we should improve social governance methods,innovate the social governance system,and improve the grassroots integrated service management platform with grid management and socialized services as the direction.Under the opportunity of social management system reform and innovation,the grid management of urban communities has been favored by the government administrative system,and has become an increasingly popular model in the field of urban social management in China.In recent years,great progress on urban grid management has been made;however,there are also some problems need our attention.This paper summarizes the relevant concepts and theories of urban grid management,and studies the current status of grid service management in Ling ling District.At the same time,the combination of theoretical analysis and practical research is used to analyze the dilemma and existing problems of grid management in Ling ling District,and put forward corresponding improvement strategies and suggestions.The main problems are:The input cost is too high,and the government’s financial pressure is too large;The division of responsibilities and tasks is unreasonable,and the burden on the grassroots is too heavy;The construction of information platform is imperfect,and work efficiency is reduced;The grid team is not fully equipped and the business capacity is insufficient;The linkage handling mechanism is not perfect,the incident handling rate is low.Improvement strategy: Establish a Diversified fund raising mechanism for community grid service management;Change the role of government and build a service-oriented government;Strengthen the construction of grid information network and interactive platform;Focus on the construction of community grid service management team.
