In the current socio-economic context,many government-led exhibitions have adopted the "government-enterprise cooperation" model.Due to the complexity of government-led exhibition projects,it is difficult for the contract between the sponsor and the organizer to define the responsibilities for many specific issues,which may lead to buckling of responsibilities,low execution efficiency,and thus reduce project management performance.When both parties need to solve problems together,the importance of trust,communication and cooperation gradually emerges in the project process.Therefore,in order to improve the management performance of government-led exhibition projects,it is obviously not enough to rely on formal contracts to regulate the behavior of both parties.Both parties need to consciously manage the trust,communication and cooperation relationship,and reach a consensus to restrain both parties.This is to conduct relational governance to ensure the smooth progress of the exhibition project.This paper uses literature research,questionnaire survey,empirical analysis and other methods to explore the impact of relational governance on the performance of government-led exhibition project management.The main research contents are as follows:First,according to the 3E principle,this article divides the evaluation of government-led exhibition project management performance into three dimensions: economy,efficiency and effectiveness.According to the method of the balanced scorecard,the indicators are extracted from the financial level,the customer level and the internal business process level,and finally formed a measurement scale of the government-led exhibition project management performance.Secondly,through combing the literature and combining the characteristics of government-led exhibitions,it is determined that the core elements of relational governance are trust,communication and cooperation.Finally,through theoretical analysis,a hypothetical conceptual model of the impact of the three elements of relational governance on the three dimensions of government-led exhibition project management performance is constructed,and the data obtained from the questionnaire survey is empirically analyzed to verify the hypothesis proposed in the previous article.The results of the empirical analysis show that: relational governance has a significant positive impact on the economics of government-led exhibition project management performance;relational governance has a significant positive impact on the efficiency of government-led exhibition project management performance;relational governance has a significant positive impact on the effectiveness of government-led exhibition project management performance;the trust and communication between the sponsor and the organizer have a significant positive effect on cooperation.Based on the above research conclusions,in order to improve the management performance of government-led exhibitions,this article puts forward the following suggestions: Strengthen the importance of the sponsor and the organizer on relational governance,and realize the importance of relational governance;both parties should strengthen the building of trust mechanisms and promote a virtuous circle of cooperation;both parties should proceduralize the communication link,and strive for the timeliness and efficiency of communication;on the basis of trust and good communication,both parties should establish a stable cooperative relationship to better promote the success of the project;gradually add the content of relational governance to regular project management to realize the normalization of relational governance.
