The Regional Governance Of The Economic And Trade Of Shanghai Cooperation Organization

Established in June 2001 in Shanghai,China,the SCO is the first comprehensive regional organization named after a Chinese city and headquartered in China.The Shanghai Spirit is the source of vitality for the development of the SCO.Economic cooperation,security cooperation and cultural cooperation are the "three carriages" driving the development of the SCO.Economic cooperation and security cooperation are also the "two wheels" driving the development of the SCO.Economic and trade cooperation itself is the material foundation and power source driving the development of the SCO.The SCO is the governor who maintains and governs economic and trade relations in the region,as well as a socialized actor.Under the regional norms of the "Shanghai Spirit",the regional economic and trade relations promoted and developed by the SCO have mainly gone through three stages: starting,strengthening and expanding.The governance of maintaining regional economic and trade relations of the SCO has achieved major results,such as increasing the total value of regional economic and trade,attracting more partners and demonstrating the significance of regional norms.However,while the regional economic and trade relations have been promoted smoothly,there are still many challenges,such as large differences in the economic and trade strength of the member states,uneven progress in the transformation of countries in transition,slow progress in implementing the economic and trade agenda,increased difficulty in implementing regional norms due to capacity expansion,and increased uncertainty in the restructuring of global value chains.The SCO can manage and resolve existing challenges by inheriting and developing basic regional norms,establishing working groups to promote economic and trade relations,setting up platforms for exchanges on digital transformation,strengthening regional economic and trade relations through regional cooperation in security,culture and political fields,connecting natioanal and global economic and trede governance thouugh regional economic and trede governance,so as to straighten out the various relations involved in economic and trade cooperation,and achieve harmony and stability of regional order eventually.In economic and trade relations in the region,China is an important economic and trade partner of the SCO member states,a key contributor to the total value of regional economic and trade,and a major provider of regional economic and trade public goods,strong partner of regional value chain manufacturing link.China can exert its power in economic and trade relations by enhancing the governance of economic and trade relations with member states and non-member states and taking the initiative to participate in the formulation of regional economic and trade rules,so as to further lead the regional economic and trade governance within the SCO framework,promote the harmony of regional order,and work with SCO countries to create greater benefits for people in the region in the future.
