Research On The Current Situation And Countermeasures Of College Youth Volunteers’ Participation In Public Crises

The report of the 19th National Congress of the Communist Party of China puts forward that we must rely on the wisdom of all our people in order to innovate the current governance model of Chinese society and build a social governance pattern of co-construction,co-governance and sharing,give full play to the main role of the people in social practice and historical development.Clearly,strengthening the research on the service of young volunteers in colleges and universities,creating a healthy,lively and positive culture of youth voluntary service,and cooperating with the government to manage public crises under the background of the new model of social governance,are of great value to the long-term development of the school,society and the country.This article based on the citizen participation theory,governance theory,and ideological and political education theory,adopting case,questionnaire,and interview,analyzes the current situation of the service of young volunteers in colleges and universities in the current public crisis management.What’s more,it clarifies the problems and causes,and gives countermeasures and suggestions.Introduction: First,the paper introduces the background,research significance,domestic and foreign research summary in detail.And then,it narrates the research ideas and methods of this topic.Finally,it puts forward the innovation points of this paper,and excavates its practical value.Chapter One: This chapter mainly elaborates the relevant theories of college youth volunteers’ participation in public crisis governance.In addition,it also introduces several major characteristics of Chinese college youth volunteers participating in public crisis volunteering—active participation and acute response,a wide range of activities involved,and complex and diverse staff composition.Chapter Two: Based on the questionnaire and case,this chapter clarifies the status quo of college young volunteers in China participating in the management of public crises.The public crisis volunteer service carried out by college youths is currently in a good development stage with a solid foundation,new ideas,an established system for various types of services at all levels,and high service quality.Chapter Three: On the basis of the previous parts,this chapter firstly elaborates some jams during the process of carrying out volunteer service,such as that the volunteers’ subjective wills and the reality are obviously different,there is a large gap between volunteers’ abilities and the requirements of service plans,the effectiveness of voluntary services and social expectations are seriously misaligned,and the internal mechanism of the volunteer team and the effectiveness of voluntary services are mutually constrained.And this chapter also discusses the reasons after analyzing the current problems,including incomplete management system,insufficient professionalism of volunteers,uneven management level of voluntary organizations,and the solidification of the voluntary service administrative management model.Chapter Four: On the basis of the previous parts,it discusses how to promote the development of university youth volunteer service in public crisis management from three aspects,including enhancing the education function of volunteer service in public crisis,strengthening organization construction and consolidating external guarantees,in order to achieve the ultimate goal of educating people in practice and promoting college youth volunteers to become spokespersons for the spirit of socialist core values.
