A Study On The Supervision Of Administrative Examination And Approval In The Event And After The Event From The Perspective Of Multiple Governance Theory

Since the 18 th National Congress of the Communist Party of China,good achievements have been made in streamlining administration and delegating power,transforming government functions,etc.the commercial system has been continuously reformed,and the institutional transaction cost of enterprises has been significantly reduced.However,the transformation of the government's functions is not achieved overnight,and new requirements are put forward in the new era.In order to optimize the allocation of resources and government services,the market supervision mode should be further innovated,more administrative approval items should be cancelled and decentralized,and the supervision work in and after the administrative approval items should be further improved.This paper is based on the theory of multiple governance.The theory of multiple governance has a certain applicability in improving the supervision after the event of administrative examination and approval.It can provide some ideas to solve the problem of supervision after the event.Guided by the theory of multiple governance,this paper uses the methods of literature research and comparative research to study the supervision after the event of administrative examination and approval from the aspects of reform process and current situation.It finds that there are some problems in the supervision after the event in our country,such as single supervision subject,imperfect legal system,imperfect credit system,uncoordinated department cooperation,and imperfect supervision means,etc.The reasons are lack of incentive measures for social supervision,slow renewal of legal provisions,poor information construction,inadequate transformation of government functions,inadequate awareness of supervision,and lack of clear standards and norms for supervision.In view of the current problems and causes,this paper puts forward the following countermeasures:to build a composite regulatory system by making the government,industry,enterprise and society work together in the regulatory aspect;to improve the regulatory laws and regulations;to strengthen the regulatory needs to pay attention to the improvement of the credit information system,the regulatory information should be shared,the enterprise credit information should be publicized,the Credit Incentive and the credit punishment should be paid to the operation of the enterprise.It plays a regulatory role;strengthens the coordinated operation of the regulatory authorities;strengthens and improves the regulatory means;makes use of in-process and post regulatory standardization to better regulate the regulatory work,and standardizes the regulatory work through the preparation of business manuals,the clarification of regulatory links and responsibilities,the development of regulatory performance assessment,and the establishment of evaluation and improvement mechanisms.
