As a vulnerable group with partial disability,the marginalization of disabled people has become a common phenomenon in some developed countries or in China.Caring for and helping the disabled group is not only a manifestation of the harmony of society and people’s livelihood,but also a necessary requirement to improve the overall living standards of the disabled.Employment is the key to people’s livelihood.Disabled people are the same as able-bodied people,and they also have a wide range of rights to participate in social labor.In recent years,the state has promulgated a number of laws and regulations to protect the employment of disadvantaged groups,and provide top-level design for public service employment policies for the disabled.However,local governments at all levels still have problems such as incomplete implementation of policies and incomplete infrastructure facilities.Studying the employment security issues for persons with disabilities can enrich theoretical research in the field of public management,and at the same time,it can also provide theoretical reference support for the government to formulate relevant policies to raise society’s attention to the employment of persons with disabilities.This article takes the Chenghua District of Chengdu as the object of analysis and research to investigate and analyze the employment status of the local disabled and the difficulties encountered by the disabled in employment.Summarize the current research status at home and abroad,based on public economics,public policy implementation theory,and social security theory,and adopt methods such as literature analysis,document retrieval,and case studies.Select typical successful employment cases,carry out case discussion and analysis,and summarize the typical successful employment experiences from the individual level,the social level,and the government level.For the disabled in Chenghua District,analyze the local public service policies for the disabled from the three elements of public policy implementation,system improvement,and multi-channel financing,and analyze the problems in the implementation of the policy from the perspectives of administration,law,economy,and propaganda.We will develop directions for improving policy implementation,such as strengthening policy implementation supervision,creating a positive social atmosphere,and enhancing policy operability.This article provides countermeasures and suggestions for the Chenghua District Government to improve the employment guarantee mechanism for the disabled,from promoting barrier-free infrastructure construction,providing education and training for the disabled group,strengthening policy propaganda,and exploring new models of Internet employment.Serve the employment security system.In the conclusion of the thesis,I reviewed and summarized the full text,reiterated the core point of this article,and called on the whole society to care more about the disadvantaged groups of persons with disabilities,and to protect the labor rights and employment opportunities of persons with disabilities.
