Organizational citizenship behavior(OCB),as a voluntary and conscious behavior of organizational members,has no direct or explicit relationship with the formal reward and punishment system in the organization,but it can effectively improve the overall effectiveness of the organization.It has attracted more and more attention and research.However,most of them are concentrated in enterprises,universities and other organizations.The number of organizational citizenship behavior of civil servants in government departments is relatively small.Civil servants' work is complex and changeable,which is carried out around the needs of the people.Therefore,no perfect job description can define the duties of civil servants.One-sided emphasis on "within-duty" incentives will weaken the motivation of civil servants'behavior.And the attitude and behavior of civil servants represent the image of government.Therefore,it is significant to improve the organizational citizenship behavior of civil servants.It not only helps to improve the overall quality of civil servants,but also helps to enhance the credibility of the government and build a good government that people are satisfied with.Then,as a localized paternalistic leadership style,how will it affect the organizational citizenship behavior of civil servants?In this paper,theoretical deduction and empirical research are combined to conduct a more detailed and in-depth study of the problem.Firstly,a large number of literatures about paternalistic leadership,organizational identity,power distance and organizational citizenship behavior theory are read,reviewed and summarized,and hypotheses are put forward on the basis of relevant theoretical research.Secondly,this study takes civil servants in the Yangtze River Delta region,including Zhejiang,Jiangsu,Shanghai and Anhui,as the research objects.A total of 621 valid questionnaires were collected.This study used SPSS 21.0 and AMOS 21.0 statistical software to analyze the data obtained,including descriptive statistical analysis,correlation analysis,regression analysis,confirmatory factor analysis,structural equation model analysis,Bootstrap mediation test,regulatory effect test and other statistical methods to test hypotheses.The results show that paternalistic leadership has a significant impact on organizational citizenship behavior of civil servants,and the three dimensions have inconsistent effects:(1)Benevolent leadership and moral leadership positively affect civil servant's organizational citizenship behavior,while authoritarian leadership negatively affects civil servant's organizational citizenship behavior.(2)Organizational identity plays a mediating role between paternalistic leadership and civil servant organization citizenship behavior,among which there is a partial mediating role between benevolent leadership,moral leadership and civil servant organization citizenship behavior,and a complete mediating role between authoritarian leadership and civil servant organization citizenship behavior.(3)Power distance regulates the influence of Authoritarian leadership on civil servants'organizational identity.
