| The "Peri-urbanization" of some areas in the suburbs is a special urbanization phenomenon under the background of rapid urbanization in China.Peri-urbanization areas are characterized by high non-agricultural industries,large numbers of floating population,spatial fragmentation,etc.,which bring great challenges to urban-rural management,and are also the difficulties and key areas for urban-rural integrated development.Existing studies have analyzed the development characteristics and mechanisms of Peri-urbanized areas from the perspective of geography,and less involved the governance strategies.Existing research accumulation is also more concentrated on cases in coastal areas,and less discussion on western Peri-urbanized areas.With the rapid development of industrial migration and western cities,the Peri-urbanized areas of western cities have also increased significantly.Therefore,the interpretation of its characteristics and analysis of governance strategies have become urgent research and practical problems to be solved.This study selects Chengdu in western China as a research case,and builds a discrimination index system for peri-urbanized areas based on the existing research results.In the research,this article especially uses POI(points of interest)indicators to reflect the economic activity of each district and county to assist in the determination of peri-urbanized areas.Furthermore,based on the urban regime,this article classifies and extracts the development mechanism of peri-urban areas and discusses the problems existing in peri-urban areas.Finally,based on the theory of collaborative governance,this research proposes a governance framework for peri-urbanized areas.The results of the study found:(1)The peri-urbanized areas of Chengdu in 2018 included Qingbaijiang District,Pidu District,Longquanyi District,Xindu District,Dujiangyan City,Xinjin County,Jintang County and Dayi County.From 2002 to 2018,Shuangliu District and Wenjiang District developed from peri-urbanized areas to fully urbanized areas;Dayi County and Jintang County developed from rural areas to peri-urbanized areas;(2)According to the industrial structure of peri-urbanized areas,Chengdu The peri-urbanized areas of the city can be divided into peri-urbanized areas that have always been dominated by industry,peri-urbanized areas where industry has transformed into service industries,and peri-urbanized areas where service industries dominate;(3)Peri-urbanized areas in Chengdu Both government power and market power are well matched:but the government’s investment in public service provision lags behind economic growth in peri-urbanized areas dominated by industry,household registration growth lags behind overall population growth,and income growth lags behind consumption Growth,population employment in some peri-urbanized areas has shifted to the service industry,and industrial investment has not been transformed in time.(4)It is recommended to build a collaborative governance framework for peri-urbanized areas from the three directions of subject,channel and environment. |
