Since the 1990 s,China’s urbanization construction has been accelerating,and the boundary between urban and rural areas has been expanding outward.As of the end of2020,the National Bureau of Statistics said that the urbanization rate of the resident population exceeded 60%.At the same time,the United Nations predicts that China’s urbanization rate will reach about 71.2% in 2050."Village-to-residential" community has become an important means to deal with the process of urbanization.In the1990 s,China began to promote the implementation of "village-to-residential" community.According to the civil affairs statistics of the Ministry of Civil Affairs in the second quarter of 2022,it can be seen that the number of village committees in China has decreased from more than 590000 in 2009 to 489000 in 2022,and the number of residents’ committees has increased from 85000 in 2009 to 117000 in 2022.The promotion of "village-to-residential" community continues to increase.With the advancement of the work of "village-to-residential" community,governance has also become one of the focuses of government work.However,at this stage,only relying on the power of the government and the neighborhood committee cannot well govern the "village-to-residential" community.Residents are one of the main bodies of the "village-to-residential" community and are the direct beneficiaries of the "village-to-residential" community governance.Therefore,it is very important for residents to participate in the co-governance of the "village-to-residential" community.It can not only make the "village-to-residential" community governance better meet the needs of residents,but also improve the subjective consciousness of residents and promote the process of citizen participation in China.Taking Harbin city as an example,this paper studies the problem of residents’ participation in community co-governance.This article interviews residents of Caojia Community in Harbin.It was found that the participation of community residents in the "village-to-residential" community in Harbin was low.The influencing factors mainly included safeguarding their own interests,sense of accomplishment,sense of responsibility,trust,time,physical strength,interpersonal relationship,family and friend support,etc.Subsequently,on the basis of domestic and foreign scholars’ research,based on the theory of citizen participation,Fogg behavioral model theory and multi-center governance theory,combined with the actual situation of Harbin’s "village-to-residential" community,this paper establishes a theoretical model of the influencing factors of residents’ participation in community co-governance.Will participate in motivation,including physiological motivation,social motivation;participation ability,including cognitive ability,operation ability,social ability;and trigger conditions as independent variables,the "village-to-residential" community participation as a dependent variable.This study tests the model through questionnaire survey and data statistical analysis,and concludes that physiological motivation,social motivation,cognitive ability,operational ability,social ability and trigger conditions will positively affect the participation of residents in the "village-to-residential" community.Therefore,starting from the above variables that affect the participation of residents in the "village-to-residential" community,targeted countermeasures are proposed.
