Research On The Old Age Security Of Pastoral Areas In Xilingol League Of Inner Mongolia

The development gap between different regions is large in China with the vast territory.In a broad sense,pastoral areas are part of rural areas,but compared with agricultural areas,pastoral areas have their own particularity.Due to the influence of physical and geographical conditions,historical and cultural customs and other factors,their pension security problems are also different.The problems of the implementation of the old-age security policy is not in place,the foundation of the old-age security is weak,the development of the old-age institutions is lagging behind,and the elderly in the pastoral areas lack of spiritual comfort lead to the serious situation of the old-age security.The analysis of the existing problems of the old-age security in this region not only has a certain reference significance for the whole region,even Xinjiang,Tibet,Qinghai and other regions.Due to the rapid development of global aging problem,the current academic circles pay more attention to the research of old-age security,but there is less special research on the old-age security in pastoral areas.Although the development status is different,the pension practice in advanced areas still has certain experience to the Xilingol League pastoral areas on the construction of pension security system.This thesis takes the old-age security of pastoral areas in Xilingol League of Inner Mongolia as the research object to investigate the current situation of the old-age security of pastoral areas in Xilingol League by means of field survey and questionnaire survey,and makes a comprehensive analysis from the aspects of the old-age security policy system and condition,the family pension situation of pastoral areas,and the old-age service institutions.It is found that the design of social insurance system in Xilingol League is not perfect;The implementation of social welfare system is not in place;The infrastructure of family pension in pastoral areas is not perfect;The loss of young and middle-aged labor force;The development of pension service institutions is relatively backward,the number of private pension institutions is small,and the infrastructure is not in place;The elderly lack of spiritual comfort and other issues.Based on the analysis of the reasons from three aspects of government,family and social forces,combined with the relevant public management theory and the practice of pension security in advanced areas,the thesis puts forward the implementation of government responsibility;We should enhance the ability of family pension security in pastoral areas,improve infrastructure construction in pastoral areas,and encourage pastoral residents to return home for employment;To guide herdsmen to establish the awareness of participation in old-age security;Strengthen unified planning and build multi-level pension service mode;We should pay attention to the spiritual needs of the elderly and guide them to participate in social activities.At the end of the survey,the fourth session of the 13th National People’s Congress was held.Combin with China`s “the 14th Five-Year Plan”,we should make full use of this favorable condition to improve the pension situation.
