| With the rapid development of urbanization and industrialization in China,urban development is gradually limited by the shortage of urban land area.The continuous expansion of cities and towns inevitably needs to bring the rural land in the suburbs into the scope of urban construction.The landless farmers become new urban residents under the policy of centralized resettlement,and the relocation community formed by the resettlement of a large number of landless farmers is called transitional community.This new type of community is a historical epitome of rapid urbanization in China and will be concentrated around the city for a period of time.Unlike the farmers who take the initiative to become citizens,the urbanization of landless farmers is the result of a series of policy factors.Most landless farmers only realize the urbanization of household registration,while the original rural life production culture,habits and systems still exist in the relationship network that landless farmers have not been broken or even strengthened in some aspects.The transitional community is not very different from the mature urban community in the aspects of community organization structure and community appearance,but the operation logic is quite different.The way of life and production endogenous in rural areas cannot adapt to the living and production conditions of cities quickly,which leads to many contradictions and challenges in community governance.This article is based on the field survey of the M community in southern Jiangsu,and explores this emerging transitional community how to deal with the contradictions and challenges of community governance.Combining the actual situation of literature and research to sort out the social foundation of transitional communities,and focus on analyzing the characteristics of transitional communities.These characteristics include the separation of people from households,the community customs of rural backgrounds,Urban community with acquaintances as the main body,Governance team dominated by original village members.Because of this,the governance of transitional communities has the attributes of both rural governance and urban community governance.By analyzing the governance experience of the M community,it is believed that in the period of rapid urbanization,the transitional community should adopt the embedded governance method to achieve fine governance tailored to local conditions. |
