Study On The Transformational Community Governance Under The Background Of The New Urbanization

China’s urban and rural peripheries have seen the emergence of a new type of community,transitional communities,as a result of the acceleration of urbanization and new urbanization.Community transformation refers to a community of social life that has not been fully transformed into an urban community during the development of new urbanization;it is essentially a transitional community.Problems such as complicated personnel structure,lax organization,weak management,weakened autonomous function,imperfect public service system,unbalanced supply and demand structure of public services,etc.are prevalent in the transitional communities in China,which can no longer meet the requirements of modern governance and have become obstacles to grassroots governance in China at this time.Based on the case of Tanglian Community in Tangshi,Zhangjiagang City,this paper,from the perspective of public management,adopts the method of literature research,consults a large number of domestic and international research results on the governance of transitional communities,and comprehensively applies various theories such as governance theory,transformation theory,and new public service theory,and explains the concepts and significance of transitional communities.Using questionnaires,interviews,and on-site visits,I visited the local government and community to collect basic materials and data,and based on the current situation of governance in Tanglian community,I summarized the practical exploration made in the current transformation governance of Tanglian community,which was embodied in activating the consultation autonomy function,constructing a unique transformation community culture,and g.This paper categorizes the recent changes in the transformation and governance of the community,which are exemplified by a greater diversity of governance subjects,a more complex composition of residents,community residents undergoing the process of citizenization,and a significant separation between individuals and households.Then,the related problems are summarized from three perspectives: residents,government,and society,and on the basis of the problem research,the causes of a number of aspects are emphasized analyzed.Finally,several countermeasures are proposed,including the establishment of sharing rules,the improvement of social networks,the implementation of incentive mechanisms,and the development of a stable public platform.It is hoped that this study will summarize the experience and problems of transitional community governance in order to construct a long-term mechanism of transitional community governance based on the characteristics of Zhangjiagang and to provide theoretical and practical guidance for the orderly operation of the same type of transitional community.
