Study On H Community Governance Leading By Party Construction Of Xinjiang Production And Construction Corps

With the continuous development of China’s economic system reform,great changes have taken place in the way of social governance compared with before,and the traditional government-led management mechanism is difficult to adapt to the diversified social status.As an important part of the community,the grass-roots party organization plays an indispensable role in participating in the work of community governance.The grass-roots party organization must constantly strengthen its own construction to improve the level of community governance.At present,in leading community governance,the grass-roots party organizations are faced with the challenges of social organization diversification and contradiction diversification,as well as the problems of rapid update of technical information and lagging development.However,a grim objective fact is that the grass-roots party organizations have not fully reached the ideal state in the process of leading community governance.This paper takes H community of Xinjiang Production and Construction Corps as an example to study the innovation path of community governance led by Party building under the new situation.On the basis of literature reading and participatory observation,adopted questionnaire survey method,interview method,based on the theory of party building and collaborative governance theory analyzes the Xinjiang unity governance,although H community under the leadership of the grass-roots party organizations in community governance,some practical measures were taken and obtained certain achievements,but there is a community party organization itself still weak,community governance,methods,lack of diversity,community service level is not high and low community residents’ participation.These problems are caused by the lack of deep understanding of the connotation of the party building leading community governance by the grass-roots party organizations,the lack of strong traction of the grass-roots party organizations,the lag of community management,the weak cohesion of multiple subjects and the inadequate resource guarantee.The solution of these problems require both construction of grass-roots party organizations improve their own,form a group together,highlight the core strengths of the party leading the community governance,and under the guidance of the party organization innovation community governance mode of work and working methods,form a pattern of "a nuclear multivariate" governance,multiple subject core leading role play to the party organization and coordination management effect.
