Resident Participation Research In The Community Governance Of The Corps Tuanchang

The Xinjiang production and construction groups(XPCG)implements a special administrative system,which the party,the government,the army and the enterprise are four in one.The community construction of Xinjiang production and construction corps started late and from a high starting point,developed at a fast speed,as well as imbalanced.In the context of urbanization,the particularity of XPCG system and its development stage determines the particularity of XPCG community management and service,which can be called a kind of “Dependent Governance”.By analyzing the community participation behavior of the residents in G town communities from four aspects: political participation,economic participation,cultural participation,and community security participation,we can see the way that dwellers participate in community management includes to attend staff and workers' congress,organize collective petition,participate in “Help by Point to Point”,join militia and “10 households are defended jointly”,etc.It is found that community participation of residents in corps farms was dominated by the mobilization participation under the mobilization of the community and the two committees of the corps company.The residents of the corps farms participate in community governance mainly through passive participation,only active in the political and economic affairs related to agricultural production,showing the characteristics of self-interest participation;in the construction of community culture and the maintenance of community security,it is also a passive participation,but shows a certain sense of participation and enthusiasm."Unification of the company and society" is a product of adapting to the environmental conditions of the "Corps",which is conducive to the integration of community resources.The sense of belonging of the company's " unit people" is higher than that of the "community people".Thus,Residents and communities have a certain degree of initiative,but the attributes of “residents”are not strong and community organizations are lacking,which means residents' participation channels are single.The vision of the realization of the goals by mobilizing system internal resources according to the priority of the goals makes the participation of community residents in economic affairs show egoistic and initiative;on the other hand,community subjectivity needs to be constructed,residents' sense of self-efficacy is low so residents' awareness of participation is weak,usually behave as a kind of passive participation.The integration of institutional norms such as "Unification of the Company and Community" and “National Unity” has formed a kind of mobilized participation model namely residents' participation are called by the two committees in the community,furthermore makes the content of residents' participation related to national unity.In the process of residents' participating in community governance,the " culture of obedience" and "culture of national unity" maintain this coexistence model of active participation and mobilized participation through coordination and elimination of internal tensions in systems,and make the community "harmonious and stable".The characteristics of residents' participation in community governance in G town lie in the co-construction of "Party,Government,Army,Police and People",and the participation mode of "Mobilization-participation".In a nutshell,the following problems exist in the participation of G town residents: first,lack of the foundation of citizen makes the residents' participation consciousness weak;second,the residents' participation level are uneven,and the residents' participation ability and level are not high;third,the imperfect development of community organization and community volunteer service team lead to residents' participation platform and channel limited;fourth,the philosophy and mechanisms of community governance are immature,and residents' sense of effectiveness in participation is not high;last,residents have insufficient motivation and show “Passive participation” in community governance.For corps farms community,taking advantage of the “Corps” system and cultural to strengthen community education,build a multi-governance body,establish an effective community “Incentive-Feedback” mechanism,set up a community information platform are the effective ways of promoting the residents' community participation.
