Study On The Promotion Of Rural Revitalization By "Two Committees" In Changle County,Weifang City

The 19 th National Congress of the Communist Party of China has put forward the Rural Revitalization Strategy,which is a new deployment for the work of "agriculture,rural areas and farmers" in the new era.In recent years,No.1 central document has made specific arrangements for the overall promotion of Rural Revitalization.The key subject of the implementation of Rural Revitalization Strategy is the cadres of rural "two committees",which play an important role in the process of promoting rural revitalization.This paper focuses on analyzing the core issues of "two committees" to promote rural revitalization,which is of certain theoretical and practical significance to solve the dilemma of "two committees" to promote rural revitalization and promote the smooth realization of the strategic goal of Rural Revitalization.By using the methods of literature research,interview and case analysis,and based on the governance theory,rural construction theory and new public service theory,this paper studies the issues arising from promoting Rural Revitalization by "two committees"(the Party branch committee and villagers’ committee)in Changle County of Weifang City.First of all,this paper combs the typical practices of the "two committees" of Changle County in promoting rural revitalization,summarizes the measures of the "two committees" of Changle County in promoting rural revitalization,and makes an in-depth analysis of the existing problems.The main problems are that the quality of some village "two committees" cadres is low,their driving role in the development of rural collective economy is not strong.They were not recognized by the villagers,nor did they mobilize the enthusiasm of the villagers.Secondly,this paper analyzes the causes of the problems in the promotion of Rural Revitalization by the village "two committees" in Changle County.The main reasons are that the cadre selection mechanism of the village "two committees" is not perfect,the sense of serving the masses is not strong,there is no effective way to expand the village collective economy,and the implementation of the Rural Revitalization policy is not in place.Finally,combined with the local actual development situation,aiming at the problems and reasons existing in the promotion of Rural Revitalization by the village "two committees" in Changle County,this paper puts forward corresponding countermeasures: it is required to strengthen the construction of rural cadre team in Rural Revitalization.The village "two committees" should drive the villagers to develop the village collective economy,take effective measures to promote the implementation of policies,and constantly enhance the service ability.
