The Research Of The Government Functional Transformation In Resolving The Basic Social Contradiction

In the new period, various countries and regions all over the world are into the late stage of the development of modernization, in the process of modernization, each class contradictions has become increasingly prominent, speeding up the pace of urbanization and taking into account the social fair justice becomes the task that can not be ignored,social justice, as one of the important goals and achievement of modernization,plays a role that not allow to ignore in the process of the development of every country and region. Our country is a typical country-led development of modern government,into the process of urbanization,the government bear the important responsibility of mediating social contradictions and maintaining social equity and justice.Local governments are the foundation of the government in our power system, connect the governments and the masses, directly organize and promote the construction of a socialist harmonious society,local governments must be properly positioned its functions and achieve political reform,actively steering service-oriented grassroots government.Local governments achieve the functional changes that relate to the grassroots government resolving the social contradictions smoothly,service-oriented grassroots governments help further promote the modernization and help maintain the stability of state power, is conducive to sustainable economic and social development.As the world’s largest developing country, China is facing economic transition and social transformation, various social contradictions and social problems increase, which brings new challenges and tasks of our government’s social management. How to change government administration, in order to satisfy the development requirements of the times, and to adapt to the increasingly complex social management issues, is facing a common challenge for every government staff and social management theorists. Obviously, the traditional social management focused on controlling cannot meet the requirements of the development of modern society, however, the emergence of the concept of service-oriented government, can effectively improve the current situations. Due to the serious impact of the traditional "government standard", China’s county and township government as the local government,still has not fundamentally changed the traditional social management, lack of services mainly leading to multiple social conflicts and even intensify. Therefore, the local government must comply with the requirements of the development of the times, change government functions and management, regard the people as customers and the true masters, and listen to the needs of the people in the social management,more services less forced.In this paper, the research object is the basic-level government functions in resolving the basic social contradiction, the transformation of grassroots government functions is placed in the background of transition considerations.The paper explains the background, function and necessity of the transformation of the government functions, analyzes the reason of their functional transformation, achievements and problems, and put forward the corresponding countermeasures in view of the problem.On the basis of case analysis, the paper points out that in order to cope with basic social contradictions brought by the urbanization diversification and complication of the new challenges, the local government should weaken the economic functions, strengthen social management and public service function, and discusses the way and method of the solving social contradictions in the process of the government at the grass-roots level to strengthen social management and public service functions.Urbanization of grass-roots government should continue to improve and enrich the the administrative philosophy, adhere to the scientific concept of development, realize local government to service-oriented government, by building the social security system, building a contradiction resolving mechanism, cultivating path such as civil society to strengthen grassroots government new functions, in order to further promote social fairness and justice, to ensure the establishment of a harmonious society.
