| With the development of our country,the principal contradiction of socialism has changed,people’s pursuit of a better life is changing their way of life,at the same time,the building of the Xiaokang is coming,the battle against poverty is coming to an end,at this critical moment,the National Civil Servant bears the important mission,the time characteristic also proposed the higher request to the civil servant.The work of public servants is closely connected with every aspect of the people’s lives.They have always been the backbone to push forward reform and innovation.They have been at the forefront of reform and innovation and have been the promoters and practitioners of various policies.The characteristics and tasks of the development of the Times have brought challenges to the state functionaries in the new era.Some civil servants have developed a "Lazy Political Ideology",and there is a phenomenon of slackness,perfunctoriness,inaction,unwillingness to act and dare not act,the work enthusiasm is not high,causes the work to be inflexible,rigid.In order to solve this problem,it is urgent to set up a positive incentive mechanism for civil servants,to play a positive role,to stimulate their enthusiasm and initiative,and to stimulate their creativity.General Secretary Xi Jinping has proposed to play a positive role in encouraging cadres to explore boldly,take responsibility and make contributions.All parts of the country have started to try to build a positive incentive mechanism to play a positive role,promoting the enthusiasm of cadres and pioneering officers.Following the step of the Times,the Hefei government of Anhui Province began to try to build a positive incentive mechanism,but it is still at the initial stage,based on the survey and interview results of Civil Servants in Hefei Hefei,we find that the construction of positive incentive mechanism for civil servants in Hefei is a problem,and on the basis of learning from the effective practices in various parts of the country,exploring the effective way to improve the construction of positive incentive mechanism for civil servants in Hefei.The paper is divided into five parts: the first part,on the basis of the actual demand,policy background,practical significance of the construction of positive incentive mechanism for civil servants,and the research results of domestic and foreign scholars on the civil service system and positive incentive mechanism for civil servants,the second part discusses the definition and theoretical basis of the positive incentive mechanism for civil servants,and the third part discusses the development of the positive incentive mechanism,this paper introduces the concrete practice of the construction of positive incentive mechanism in Jinan,and analyzes on the achievements of the construction of positive incentive mechanism in Hefei civil servants.The fourth part,carries on the analysis with the actual investigation result,it is found that there are some problems in the positive incentive mechanism of civil servants in Hefei,such as the low attention,the unreasonable content of the positive incentive,the non-standard execution process,the imperfect guarantee mechanism and the unsatisfactory incentive effect.The fifth part is about the current situation and problems of the positive incentive mechanism for civil servants in Hefei,it is suggested that the construction of the positive incentive mechanism should strengthen the top-level design,enrich the contents of the positive incentive,standardize the execution process of the positive incentive,improve the guarantee mechanism of the positive incentive,and establish the long-term mechanism of the positive incentive. |
