The Research On The Risk Assessment Of Social Stability Of Shantytowns Reconstruction Project On State-Owned Land In Xi'an

The transformation and construction of shantytowns is a livelihood project.China's social environment in the transition period is complex,and it is in a critical period of contradictions and risks.During this historical development,social stability is still the first priority.In this complex social environment,shantytowns may be disturbed by many factors and affect social stability.In recent years,Xi 'an municipal party Committee and municipal government have always required all districts,development zone management committees and departments to take social stability risk assessment as a prerequisite and "rigid threshold" for decision-making and approval in the process of implementing shantytown renovation projects on state-owned land,and to include it in the decision-making procedures of the standing Committee of the party Committee and the executive meeting of the government.Considering comprehensively the unstable factors that may be caused by the collection,construction,resettlement and other links,we will actively investigate and try to resolve them in advance so as to eliminate all kinds of unstable hidden dangers and contradictions among the expropriated masses in the bud.In essence,only by constructing and evaluating the indicators of social stability factors and timely preventing and resolving risks can the smooth progress of the greenhouse reform project be guaranteed.This paper takes the social stability risk assessment of shantytowns renovation project on the state-owned land in Xi 'an as the main research object,and based on previous studies,puts forward the principles,procedures and technical methods of social stability risk assessment of the project.Taking the shantytown renovation project on the west side of Xi 'an Honghui Hospital as an example,this paper introduces the main methods in reality assessment,and draws the assessment conclusion through the processes of risk investigation,risk identification,risk assessment,and comprehensive analysis of the current risk assessment process in the index system construction and assessment methods of the existing problems.Finally,the author improved the evaluation method,re-evaluated the empirical cases,introduced analytic hierarchy process,decomposed these influencing factors into several levels and several factors,weighed and compared among various factors,obtained the weight of different factors,and constructed the risk evaluation system.According to the results of risk assessment,preventive and mitigation measures are formulated,and the risk level of the defused project is finally confirmed.Compared with the actual assessment,the results are verified to prove the scientificity and maneuverability of this analysis method.Based on the full-text discussion,this paper puts forward optimization suggestions for social risk assessment of shantytown renovation projects in Xi 'an.
