Research On The Military Related Public Crisis Management

In recent years,with the political and economic situation at domestic and abroad facing the "Great Changes in the Past Century",a series of public crisis events caused by risks and contradictions emerge in an endless stream.Among them,the public crisis events that need the participation of the military are particularly striking.Therefore,it is of great significance to study the military related public crisis.At present,there is no specific academic definition of military related public crisis.The military related public crisis discussed in this paper refers to the public crisis that needs the military to participate in the disposal and involves the military itself.The U.S.government and military have rich means and experience in public crisis management,which involve themselves or need their participation.Firstly,this paper studies the basic concepts of public crisis and public crisis management,clarifies the differences among emergencies,crisis events and public crisis events,analyzes the classification and stages of public crisis,and expounds the meaning and characteristics of military related public crisis management.Then,it analyzes several typical cases of military related public crisis in the United States,mainly including the "9.11" incident,the public opinion crisis in the Vietnam War and the Iraq War,the "Katrina" hurricane incident.From these representative military related public crisis events,this paper analyzes the current situation of the American public crisis management system,the current situation of public crisis emergency management and the government’s public crisis management ability,and summarizes the corresponding points for reference and reflection.Finally,this paper analyzes the importance and necessity of public crisis management,and puts forward some suggestions on how to deal with the military related public crisis.
