Research On Government Supervision Of Bike-sharing In Rugao City From The Perspective Of Integrity Governance

Bike-sharing was born due to the development of the sharing economy,and its emergence has promoted the development of the sharing economy to a higher level.With the continuous development of economy,the society has put forward a new travel demand for urban transportation,that is,to guarantee the safety and convenience of "the last kilometer".Under such a premise,the emergence of shared bikes is in line with the country’s development philosophy of "innovation,coordination,green,openness and sharing",and the government should encourage its development.However,it has also caused great pressure on the government’s supervision,resulting in a lot of problems,such as random parking of vehicles,various safety hazards and so on.While encouraging its development,the government should also conduct effective supervision on it,so as to promote the orderly development of the whole industry.However,in the face of a new industry,the government’s inherent regulatory model is not fully adapted,which requires the government to innovate their own regulatory means.This paper mainly studies the current situation of government regulation of shared bikes in Rugao from the perspective of overall governance,and some existing problems: the fragmentation of government regulatory policies,regulatory system,regulatory information and regulatory participants,etc.Secondly,under the academic guidance of holistic governance theory,this paper analyzes the governmental supervision experience of some foreign countries and some domestic cities in bike-sharing,and summarizes some enlightenment from the perspective of holistic governance.Finally,based on the above analysis,it puts forward appropriate countermeasures from four aspects: building policy synergy and strengthening trust and responsibility,integrating regulatory functions of various departments and establishing unified scheduling,continuously strengthening information sharing and information linkage,and jointly carrying out collaborative innovation among various regulatory participants.Shared a bike as a new technology,new philosophy,and constantly hit the inherent pattern of the government regulation,the government want to take a more positive attitude,more liberal ideas to transform regulation thinking,is figuring out all sorts of problems that exist in the government regulation,regulatory reform way unceasingly,the bold innovation mode,maintain the market order of fair and healthy.
