| Bike-sharing,high-speed rail network,mobile payment and e-commerce have been called China’s four new inventions at home and abroad.Bike-sharing is an innovative business model of sharing economy in the era of "Internet plus".Shared bikes meet citizens’ urgent needs for the "last mile",and their speed,environmental protection and economy have been widely recognized by the public.With the rapid development of shared bikes,there have been many complex problems such as integrity problems,traffic safety,technical defects,market competition and deposit management,which have brought new challenges to government management departments.This paper intends to study the government governance of shared bikes in Chengdu,and provide reference for the policy formulation,law enforcement inspection and department supervision of government governance of shared bikes in the future.This paper takes Chengdu city as an example to study the government’s governance of shared bikes,uses questionnaire survey and interview to collect first-hand data,systematically analyzes the current situation,problems and causes of the government’s governance of shared bikes in Chengdu city,and puts forward targeted countermeasures.According to the research,there are some problems in the control of shared bikes in Chengdu,such as ineffective management of disorderly parking of vehicles,insufficient attention to structural imbalance of vehicles,unreasonable layout of parking spots,backward control means of increasing car use,and single method of publicity and education for citizens.In-depth analysis of the existing problems is made,and it is found that the main reasons for the problems of the government governance of Shared bikes in Chengdu are as follows: The rules and regulations governing shared bikes are not perfect,the governance responsibilities of shared bikes are not fully implemented,the parking spots and special driving roads lack scientific planning,the law enforcement means and strength of shared bike management are not enough,and the social forces are not effectively mobilized to participate in governance.According to the analysis of the reasons,the paper puts forward targeted countermeasures and suggestions from the aspects of improving the relevant rules and regulations of bicycles,refining the responsibilities of departments to promote co-governance,strengthening the means and strength of supervision and law enforcement,scientific and reasonable planning of bicycle parking stations,and attaching importance to all-round publicity to mobilize enthusiasm.In this paper,according to the theory of new public service theory and collaborative governance theory as the theoretical basis,given Shared cycling governance problem coping countermeasures of Chengdu,hope that this article research is helpful in the development of Shared cycling,let share a bike in the construction of Shared economy better play its role. |
