As an important administrative means for the government to manage society,administrative licensing has been widely used in various fields.However,due to the shortcomings of administrative licensing itself,such as lack of legal system and supervision,reducing administrative efficiency,and increasing institutional transaction costs,after the 19 th National Party Congress,the party and the government vigorously promoted the reform of the administrative examination and approval system to improve national governance.Affected by the theory of "holistic government",a reform aimed at breaking the division of bureaucratic management system that is differentiated from the current profession and integrating administrative licensing rights came into being.After being approved by the central government,a relatively centralized reform of administrative licensing rights will be carried out in local reform pilots starting in 2015.In July 2017,with the establishment of Huaian Administrative Examination and Approval Bureau,Huai’an’s reform work officially began.This article can be divided into three parts.The first part of the article analyzes the historical context of China’s administrative licensing reform from the perspective of the evolution of public management theory,combined with relevant research results at home and abroad,especially combined with the theory of holistic governance and seamless government theory,to form the article "Concept differentiation and legal theory proof —Individual current situation and problem analysis — Proposing countermeasures and suggestions — Inspirations and conclusions" research ideas and framework;The second part of the article elaborates on the practical operation mode of the relatively centralized administrative licensing rights in Huai’an,and presents the reform mode in detail The operating status,implementation effects and difficulties encountered in practice,such as insufficient system design,imperfect relief and supervision systems,lack of departmental gaming chips,high departmental coordination costs,etc.,and from the perspectives of institutional mechanisms,government costs,and reform motivations Through analysis,it is believed that the above-mentioned dilemma is caused by the conflict between reform and China’s current bureaucratic management system,the lack of top-level design of reform,and the short-term coexistence of reform and the orientation of maximizing government performance.The third part of the article is based on the relevant theories of new public management,and puts forward suggestions for reshaping the reform concept,establishing an administrative assistance system,establishing a committee operation mechanism and an evaluation and supervision mechanism,and strengthening the application of new information technology methods."Approval era",to promote the reform of the relative administrative licensing rights of Huai’an City for a long time,help deepen the local government management system and reform the economic and social development of Huai’an City.The content of this article is innovative.First,it is different from the theoretical and conceptual research of other articles.This article uses specific data and cases to directly discuss the implementation of its relatively centralized administrative licensing reform;the second is to focus on reforms.The impact on the original government’s administrative management system,especially the game between the Administrative Approval Bureau and other departments;the third is to pay more attention to the profound impact and changes brought by new Internet technologies on administrative licensing.
