Research On The Construction Of "Three Governance Combination" System In C Village Of Southern Jiangsu Province Based On Village Rules And Regulations

China has a long history of village regulations and folk conventions,which have become an important resource for rural governance and an important norm for keeping village order and harmonizing the relationship between villagers.As a set of contract-type norms,village rules and regulations originate from the villages and are enacted by the villagers through consultation and communication,and are accepted and observed by the villagers.Village rules regulate villagers’ behavior,protect villagers’ rights and interests,inherit Chinese Traditional Virtue and point villagers’ values,which is a set of systematic norms for villagers’ words and deeds,and a "small constitution" in the village.Recently,in the context of the country’s struggle to modernize rural governance and enhance rural governance ability,as an essential foundation for the public system of self-restraint and management of villagers and the social management at the substrate in the village governance model of "the combination of three governance",it is of great theoretical and realistic value for boosting the update of state-governance and realizing the policy of rural development.To study the problem of village governance in the construction of "three governance combination" of village regulations and folk laws,it is helpful to explain the important problems of rural governance in China from three dimensions: the construction of rule of law,the development of law between folk laws and state system,and the legal practice of "Living Law" with Chinese characteristics.Taking village C in southern Jiangsu as a sample,the study takes the text of village rules and the manipulate of village rules in practice as an entry point,through the forms of public opinion survey and villagers’ interviews,this paper has learned the concrete situation of c village rules and civil conventions integrating " three governance",and discussed the effect and deficiency of " three governance combination" of village rules and civil conventions construction.Then,through the analysis of the causes of the problems during the combination of village rules into " three governance" from the national and rural levels,the paper provides relevant countermeasures for the combine of village rules into "three governance",with a view to "three governance combination" of rural governance system can be achieved in the countryside.
