In the period of the full completion of a well-off society,it is of great significance to achieve comprehensive rejuvenation of the rural areas,of which the overall requirements are industry booming,ecological residence,rural civilization,governance effective and live in plenty,to realize the effective governance of village,conducive to zhe realization of rural revitalization,Village rules and regulations as an important means to promote rural governance,are highly fit with the village rejuvenation,therefore,China Communist Party and the government focus on this issue to regulate daily behavior of the villagers,maintain the public order and effective governance.Village rules and regulations are the process for the villagers to self-govern and self-regulate their own public issues;it also provides a standard form,reflecting the degree and level of village autonomy and promoting the development of politics,economic and culture in villages with its sufficient contents.With its further development,some hidden problems have come to vision,for instance,unreasonable of contents,deficiency of executive and supervisory system and imperfection of the relevant policies,these are all the restricting factors of the village rules and regulations.Considering all of the above,it's necessary to make a thorough analysis on the intension,content,function,feature,increase the quantity and quality of village rules and regulations,deficiencies and weaknesses and causes for in-depth analysis and research,for the further movement of exploring some thinking patterns to improve village rejuvenation and to develop and implement village rules and regulations.The thinking logic of this thesis is as follows:The introduction part summarizes the background,significance and documentation of studying Chinese village rules and regulations,as well as the research approach,method and innovative points and shortage.The first part discusses the fundamental content of the village rules and regulations,which is a restrictive standard,an important method and part of the village self-governance.The second part of the thesis states the main contents of village rules and regulations,such as regulations on the dimensions of rural governance,regulations onthe management of collective assets and regulations on living environment and civized countryside.The third part explains the function and traits of the village rules and regulations.From the individual dimension,village rules and regulations are helpful for villagers to set up correct values,value selection for villagers has guiding function,It has the function of regulating the daily behaviors of villagers.From the society dimension,it will be in force in promoting rural legal construction,village self-governance and propelling village living condition.Meanwhile,village rules and regulations highlights some typical traits,such as legality and self-governance,locality and directivity,extensity and operability,guiding and normative.The fourth part analyzes the current situation of village rules and regulations from three aspects,this includes the increase in the number of village regulations and the improvement in their quality,the shortcomings of village rules and regulations are summarized,it also makes an in-depth analysis of the causes of the shortcomings.The fifth part has come up with a route of perfection,that is,to stick to the right principles of formulating village rules and regulations;to promote scientific and standardization of village rules and regulations;to optimize the operation systemof village rules and regulations,etc.
