| Over the past 40 years of reform and opening up,China's rural grassroots society has undergone tremendous changes.This tremendous change is reflected in the remarkable achievements made by the rural economy,as well as the development of rural grassroots democratic political construction and legal systems.As a typical manifestation of the latter,the system design and implementation of villager autonomy is considered to be another great initiative from the grassroots people after the household contract management system,which greatly stimulated the enthusiasm and creativity of farmers.Since the Eighteenth National Congress of the Communist Party of China,especially the 19th National Congress of the Communist Party of China,a series of major top-level designs such as "Promoting the Modernization of the National Governance System and Governance Capability","Fully Promoting the Rule of Law"and the Implementation of Rural Revitalization have been implemented successively.Under this background,the rule of law and modernization of grassroots governance have become new theoretical and practical issues.It has also provided a new practical context for the time and system innovation of the villagers 'self-government system.This context is prominently reflected in the rural governance.The diversified development trend raises new issues for the new development of villagers 'autonomy and also provides new opportunities for development.The Fourth Plenary Session of the Eighteenth Central Committee of the Communist Party of China,"Decisions on Several Major Issues Concerning the Promotion of Governing the Country According to Law" clearly proposes to promote multi-level and multi-domain legal governance,and to play the role of social norms such as citizen conventions and township regulations in social governance.The Nineteenth National Congress put forward the strategy of "Village Revitalization",emphasizing the need to improve the rural governance system that combines autonomy,rule of law and rule of virtue,and create a pattern of co-building,co-governance and shared social governance.The Fourth Plenary Session of the 19th Central Committee proposed to strengthen social governance innovation and improve the social governance system of party committee leadership,government responsibility,democratic consultation,social coordination,public participation,rule of law guarantee,and technology support.The multiple governance subjects,multiple governance norms and multiple governance mechanisms reflected in them all present new challenges for providing legal innovation and perfecting the villagers 'self-government system.The research of this paper is carried out under the background and problem awareness.The first part of this article reviews the evolution of rural governance and the development of villagers 'self-government,the concepts of the two and the structural relationship within the rural society,the autonomy model,and development dilemmas,and other factors.It points out the diversified trend of rural governance changes and discusses villager autonomy The re-innovation of the system provides an overview of the background and premises.The second part mainly discusses the development process and practical dilemma of villagers 'autonomy,analyzes the trajectory and improvement process of villagers'autonomy,and analyzes the problems existing in villagers' autonomy under the traditional" governance and village governance "governance model.The third part is the key discussion part of this article,focusing on the innovation of the form of self-government,the improvement of the villager autonomy system,and the promotion of the rule-of-law innovation of the villager autonomy system by building a diversified mechanism.It mainly analyzes the governance body,governance norms,governance mechanism and the construction of multiple governance models ofmultiple governance in rural society,and explores the innovative path of the rule of law to improve the villagers' self-government system. |
