Lack Of Public Reason:A Study On The Dilemma Of Urban Community Deliberative Governance Under The Background Of Mobile Internet

With the social transformation and the acceleration of democratic civilization in China,the social life structure of the urban grassroots has also quietly changed.The coexistence of multiple interest subjects in urban communities makes the community a place for multi-subject game interaction.In order to cope with the dilemma of community multiple interests,the working mode of deliberative governance has emerged,which has become an important form of grassroots democracy in urban communities.At the same time,with the rapid development of mobile Internet,the public’s desire to express their own interests on the mobile network is becoming stronger and stronger.When the wave of mobile Internet sweeps through the field of community governance,it poses new challenges and requirements for urban community deliberative governance.Therefore,it is of great practical significance and theoretical value to solve the dilemma of urban community deliberative governance under the background of mobile Internet and promote the modernization of grassroots social governance capacity and governance level in China.Based on the theory of deliberative governance,this paper focuses on the public reason,the key to deliberative governance,and preliminarily discusses the impact of the characteristics of mobile Internet on public reason.I hope to recognize the impact mechanism of mobile Internet on public reason in deliberative governance,and then make suggestions for optimizing the effect of consultation governance.As the key to the effectiveness of urban community deliberative governance,public reason presents a missing state under the influence of the anonymity,the realtime and ubiquity of mobile Internet.Through the combination of previous research,this paper summarizes public reason into five constituent factors,namely,subject consciousness,collective consciousness,public responsibility consciousness,public rule consciousness and consultation consciousness.Through quantitative and qualitative analysis,it is proved that the concealment,the real-time and ubiquity of mobile Internet will have a negative impact on public reason,among which realism and universality will have a positive impact on subject consciousness in public reason.Through analysis,there is a dilemma of subject consciousness,collective consciousness,public responsibility awareness,public rule awareness and consultation consciousness in the current stage of urban community deliberative governance.The root of this problem lies in the " mobility and decentralization " of the connection mode caused by the characteristics of the mobile Internet,that is,the connection mode between people,people and information shows the characteristics of mobility and dispersion.In order to improve the effectiveness of urban community deliberative governance under the background of mobile Internet,it is necessary to respect differences,improve personal literacy,combine online and offline public participation,and strengthen cyberspace governance.
