Study On The Current Situation、problems And Countermeasures Of Government Purchase Home-based Care Services In Xuzhou

The government purchase of home-based care service is practically significant for promoting the transition of government functions, constructing public service-oriented government, increasing the utilizing efficiency of public finance, improving the living conditions of aged and promoting the construction of a harmonious society. Currently, it is the consensus that aging in place is the effective way to solve the problem. So local governments make policies and carry out government’s purchase of home-based care services actively. But how matters stand and how to continue the policy. It needs further study.This article took the government purchase of home-based care service in Xuzhou as an example, using the empirical analysis and the literature research method, find advantages and shortcomings. Provide a comparison and reference on the government purchase of Home-based Care Services for other cities. Based on the systematic analysis to the theory of the government purchase of home-based care services, we had investigated the situation in Xuzhou city. Summarize the existing problems in the promulgation and implementation process of policy, such as the legal policy is imperfect, the imperfect supervision mechanism, the single service contents, the insufficient funds investment. Then analyzed the causes of the government purchase of home-based care services existed in these problems, including the level of economic development, the ambiguity role of the government and the deviation of social cognition. Finally, the article proposed some suggestions about the government purchase of home-based care services in Xuzhou, such as improve the relevant laws and policies, improve the supervision mechanism, improve the purchase of service system and increase financial investment.
