Our country has lots of elderly population.As a result of the rising proportion of the elderly population,it has led to a series of social problems such as the current shrinking family structure,the continued weakening of traditional family care functions,the increasing pressure on young people to support the elderly and the increasing pressure on the aged for government agencies.Harbin entered the stage of population aging in 1997.The elderly population is growing at an accelerating rate each year.In addition,the traditional family-care model for the elderly can no longer meet the requirements of today's society.Similarly,the institutional pension model of the government can't meet the needs of the elderly.Harbin is facing a serious challenge.In order to better realize the functions of government service and management of society,relieve the pressure from society and government,enable older people to depend on their old age,and have more quality and dignified life in their later years,the government should purchase the home-based pension service And students.Seek to improve the government to purchase home-based services for the elderly Harbin municipal government to buy public services in other areas,the formulation of pension policy for Harbin has an important theoretical significance,and actively respond to the aging,and promote the transformation of government functions has a strong practical significanceFrom the perspective of public management,based on the new public service theory,cooperative governance theory and welfare multiple theory,this paper elaborates the related concepts and basic contents of government purchase and home-based pension services,and puts forward the necessity of promoting government purchase of home-based pension services.Using the methods of literature analysis,comparative analysis,causal analysis and qualitative and quantitative analysis,this paper describes the achievements and current situation of Harbin municipal government purchasing home-based care.It points out that the purchase of home-based old-age care services in Harbin has a single purchase method and weak purchasing power,The low level of service of the selected institutions,the lack of diversification of home-based care services and the narrow benefits of subsidies.The main causes of this include the lack of laws and regulations,the lack of strict supervision and evaluation,the limited funds,the out-of-Subsidy application difficulties.By drawing lessons from the experiences of the UK,Japan,Hong Kong,Shanghai and Changchun in purchasing home-based pension services and combining with the status quo of the purchase of home-based pension services by the Harbin municipal government,this paper gives some enlightenments and puts forward some suggestions to speed up the construction of laws and regulations,improve the regulatory assessment mechanism,Financial support,establish a diversified purchase philosophy,the establishment of one-stop electronic platform five suggestions to further improve the Harbin municipal government to purchase home-based pension services.
