| With the development of reform and opening up,the degree of urbanization is also deepening,which also provides more opportunities and platforms for the development of rural population.From the end of the 20 th century,more and more rural families moved to work and live in cities.As a result,a special and large base group is formed in the city: the children of migrant workers.It puts forward higher requirements for the growth of urban education resources.However,most cities in China are faced with the situation of insufficient education resources,which can not make the children of migrant workers smoothly receive compulsory education,resulting in the situation of "difficult enrollment" and "more difficult to study".Fengze District of Quanzhou City is the gathering place of five traditional industries in Quanzhou,and most of the workers who migrate to the city also come here for employment.Fengze District earnestly implements the "two-oriented" policy,and the children of migrant workers are enrolled in school for education.The problem has been paid attention to by the government,education bureaus,and primary and secondary schools,and certain results have been achieved.However,there are still problems such as poor policy operability,uneven implementation of the main body,unequal access to education,and shortage of resources.This article uses Smith’s policy implementation model to deeply study the implementation status of the“two-oriented” implementation in Fengze District,Quanzhou City,implementation issues,and the causes of these issues.At the same time,drawing lessons from the implementation of the "two-oriented" strategy in some areas in China,targeted countermeasures for optimizing the implementation of the "two-oriented" policy:refined and improved policies,improved implementation capabilities of policy implementation entities,and promoted primary and secondary schools to earnestly accept migrant children Optimize the soft environment that is conducive to the implementation of policies,and promote the development of education for children with migrants in Fengze District. |
