| The selected graduates task in the new era is the source project for the construction of high-quality professional cadres,which is also an important measure to further optimize the cadre structure,improve the quality of cadres,and strengthen the construction of the reserve cadre team.Since the implementation of the policy of selected graduates,Ya’an city has insisted on taking the selected graduates work as a basic and strategic task,and has cultivated a large number of outstanding cadres with high comprehensive quality,strong professional ability,decent work style and masses-recognized.They have made positive contributions.to city’s economic and social development.Facing the new era,new opportunities,and new challenges,Ya’an city also has some urgent problems to be solved in the process of implementing the selected graduates policy.The implementation of the relevant policies for selected graduates is a complex process with multiple factors.From the perspective of organizational departments,employers and selected graduates,solving the difficulties in the implementation of the selected graduates policy is conducive to the smooth development of the selected graduates work and is conducive to the selected graduates to grow healthily,providing guarantees for cadres and talents for the economic and social development of Ya’an city,and offering a model program for selected graduates in similar cities(prefectures).This article takes the implementation dilemma of the selected graduates policy in Ya’an city as the research object.Through literature research,the author understand the current research status of the recruitment,education and training,practical exercise,daily management,promotion and use of the selected graduates in the policy implementation links.Double factor theory,competence theory and policy implementation process model theory,combined with analysis of domestic and foreign research status are used to construct an analysis framework.The author then has an in-depth understanding of the Ya’an city selection and recruitment policy and policy implementation based on the four factors of the ideal policy,executor,implementation target,and external environment of the analysis framework.The author has an in-depth understanding of Ya’an city’s selection and recruitment policy,policy implementation,implementation agency,implementation of the target work situation and the selectedcadres entrepreneurial atmosphere,initially found out the implementation of the local selection and transfer policy.and then the author designed the questionnaire and repeated many times.and carried out individual interviews and stratified discussions,in which a questionnaire survey was conducted on 147 employers and 369 selected transfer students.After analyzing the data,the main difficulties in the implementation of the policy of selected graduates in Ya’an were found,and the reasons were analyzed.The main reasons are the lack of targeted training,insufficient coordination of practical exercises,irregular daily management,and imperfect selection and use mechanisms.At the same time,the author analyzed the experience and enlightenment of domestic and foreign related selection and transfer and civil servant policy implementation,combined with field research,put forward countermeasures and suggestions such as reasonable setting of selection methods,perfecting education and training mechanism,strengthening practice and training,strict daily management,and insisting on using the best.This article studies the difficulties in the implementation of the policy of selected graduates in Ya’an city,and proposes proposals,hoping to provide reference for the selection,cultivation and use of the selected graduates in various regions. |
