Research On The Improvement Of Township Governance Capacity Under The Background Of Urban-rural Integration

The integration of urban and rural development is the only way for the rural revitalization strategy.With the publication of the "Opinions of the Central Committee of the Communist Party of China and the State Council on Establishing and Improving the Institutional Mechanism and Policy System for Urban-Rural Integrated Development",it is imperative to establish an institutional mechanism and policy system for urban-rural integrated development.As the most basic first-level government in our country,towns and villages face the complex contradictions of rural society in the context of urban-rural integration.The improvement of their governance capabilities is conducive to solving complex and diverse rural social contradictions.Conversely,the improvement of township governance capabilities will also accelerate the pace of rapid urban-rural integration.At present,the governance capacity of villages and towns has exposed many problems on a practical level,which urgently need to be studied and improved.There are currently some researches on the improvement of township governance capabilities,but there are not many analyses of the current situation of township governance based on micro-level letters and visits.Based on the analysis of real letters and visits,the paper studies the current situation of township governance in H Town from a micro perspective.It has certain practical significance to improve the governance capabilities of townships,in particular in the governance capacity of towns and villages which has a rapid urban-rural integration process.This article is mainly based on the governance status and the case of letters and visits of H Town,using literature research method,inductive analysis method,case analysis method,and field investigation method to carry out research.Through background research and literature review,the topic is determined,and the related concepts and research theories of township governance are explained.This paper described the governance status of H Town,conducted petition analysis and case analysis,and sorted out the problems of township governance,including the unequal powers and responsibilities of township governance,serious administrative internal friction,the government acting alone and rampant,some cadres’ styles are untrue,other governance main role is not obvious,openness in government affairs and government services are not timely,inaccurate,and inconvenient.It analyzed the underlying causes of the problems from seven aspects,including role positioning,policy formulation,governance concepts,and governance mechanisms,and analyzed the underlying causes of the problems from seven aspects,such as achieving equal rights and responsibilities,improving the management of the entire policy chain,changing governance concepts,and promoting multi-governance.Put forward countermeasures to improve the governance capacity of towns and villages.Innovatively put forward the work method of grasping the "two ends" and promoting the "middle" when promoting the effective connection of poverty alleviation and rural revitalization,and exploring the method of going hand in hand with the functions of village-level administration and autonomy.The current governance status of H Town is the epitome of the rapid urban-rural integration process of towns.Studying the status of its governance capacity and the improvement of governance capacity optimization measures are of great significance to the improvement of the national township governance capacity under the background of urban-rural integration.Although the research in this article has achieved some results,it is far from enough.In the future,scholars should focus on how to quickly make up for the shortcomings of people’s livelihoods in towns and villages,the application of 5G and other emerging communication technologies in rural governance,and how to make the efficient circulation of production and living factors in urban and rural.So as to enable urban-rural integration and rural revitalization be realized as soon as possible.
