Study On The Evaluation And Promotion Of Social Governance Ability Of Township Government

In China’s government level,township government is at the end,but in social governance,it is at the forefront.Grassroots is the focus,difficulty and hope of social governance.Strengthening and innovating grass-roots governance and promoting the improvement of social governance ability of grass-roots government are of great significance for ensuring people’s living and working in peace and contentment,social stability and order,and safeguarding people’s recognition of the party and state power.On the whole,although China’s national governance system has been continuously improved and governance capacity has been significantly improved,there are still many shortcomings and deficiencies in grass-roots governance,and the quality of social governance is not balanced.With the in-depth reform and development of economy and society,the traditional social structure is gradually deconstructed,and the countryside has increasingly become the gathering point of social conflicts and the intersection of complex interests.Therefore,to study and improve the social governance ability of township government is not only a practical problem to be solved,but also a theoretical problem to be studied.This paper takes Xi Jinping’s important exposition on social governance,collaborative governance theory,government capability theory and government performance evaluation theory as research tools,selects 18 township governments in 3 provinces as research samples,and conducts comparative analysis and quantitative analysis as an analytical tool to assess the social governance capability of township governments.This paper analyzes the development status,existing problems and influencing factors of social governance ability of township government.This paper puts forward the ideas and promotion strategies of social governance capacity construction of township government.This paper is based on the logical framework of "clarifying the concept,analyzing the current situation,constructing models,evaluating problems and proposing countermeasures".The first chapter combs the research status of social governance ability of township government,and expounds the research ideas and methods of social governance ability of township government.The second chapter defines the basic connotation of social governance capacity of township government,analyzes the basic characteristics of social governance of township government in the new period,and expounds the theoretical basis of social governance capacity of township government.In the third chapter,based on the "comprehensive classification single" analysis framework and supplemented by other analysis frameworks,the evaluation index system of township government’s social governance ability is established with six basic elements of governance value leading ability,governance system implementation ability,public crisis response ability,social subject coordination ability,social resource integration ability and governance mode application ability The index system includes index selection,weight determination,reliability and validity analysis.In the fourth chapter,the evaluation index system of social governance ability of township government is used to evaluate the 18 sample township governments,and the data analysis is carried out according to the six ability elements.The fifth chapter combs nine problems and five influencing factors of social governance ability of township government.The sixth chapter takes the social governance ability of township government as the starting point,and puts forward the path to improve the social governance ability of township government from five aspects:Innovating the concept of government governance,improving the government governance system,cultivating the main body of social governance,integrating social governance resources,and optimizing government governance tools.The seventh chapter is the conclusion,which summarizes the content of the full text and expounds the innovation and shortcomings of the paper.After studying the social governance ability of township government,it is found that:First,compared with other levels of government social governance capacity,the social governance capacity of township government is more intuitive and testable.According to the process of social governance and the characteristics of government functions,the elements of social governance ability of township government can be divided into six aspects:governance value leading ability,governance system implementation ability,public crisis response ability,social subject coordination ability,social resource integration ability,governance mode application ability.Secondly,through the evaluation index system of social governance ability of township governments,we found that there are differences in social governance ability among township governments,which can be divided into three grades:the greater difference is the ability of social subject coordination and the use of governance methods;the certain difference is the ability of public crisis response and social governance The ability of resource integration;the ability of governance value leading and governance system implementation have small differences.Third,through the empirical evaluation of the evaluation index system,it is found that the social governance ability of township government mainly exists:the quality of social managers is not high,lack of experience;the lack of social governance resources and utilization;the lack of governance value publicity;the perfunctory and mechanical problems in the implementation of governance system are prominent;the degree of communication between the government and society is low;the lack of coordination of social organizations;the lack of social governance ability There are 9 problems:the public’s participation in governance is not high;the income of social governance is low;the public’s satisfaction is not high.Fourthly,according to the theory of administrative ecology,the social governance ability of township government is affected by many factors,among which the five factors are highly related,such as government administrative system,government management system,administrative concept,social subject and environmental factors.The innovations of this paper are as follows:First,on the basis of Xi Jinping’s important exposition on social governance,collaborative governance theory,government capacity theory and government performance evaluation theory,on the basis of determining the meaning of township government’s social governance capability,combined with social governance process and government functions,it puts forward the guiding ability of governance price,governance system implementation capacity,public crisis response ability and social main body synergy.The analysis framework of township government’s social governance capability based on six elements,namely,the ability to integrate social resources,the ability to use governance methods,is helpful to enrich and improve the basic theories and methods of government governance.Secondly,on the basis of the analysis framework of the social governance ability of township government,it constructs the evaluation system of the social governance ability of township government including 49 specific indicators,which enriches the content of the evaluation index system of the social governance ability of local government,especially township government.Thirdly,this paper selects 18 township governments in three provinces for empirical comparative analysis,verifies the scientificity and effectiveness of the evaluation index system of township governments’ social governance ability,reveals the existing problems and influencing factors of township governments’ social governance ability,and expands the research field of government capacity evaluation.
