Research On Improving The Governance Capacity Of Township Governments Under The Background Of Rural Revitalization Strateg

In the report of the 19th Party Congress,it is emphasized that "implementing the strategy of revitalizing the countryside" is a major strategic task for winning the victory in building a well-off society and building a strong socialist modern country,and the general requirements of "prosperous industry,pleasant ecology,civilized countryside,effective governance and prosperous life" are put forward.The general requirement of "prosperous industry,pleasant ecology,civilized countryside,effective governance and prosperous living" has been put forward.In the report of the Second Tenth Session,it is once again proposed to comprehensively promote the revitalisation of the countryside,accelerate the building of a strong agricultural country,and solidly promote the revitalisation of rural industries,talents,culture,ecology and organisation.It can be seen that China attaches great importance to rural development,and township governments,as the most grassroots level of government and institutions in China,are in direct contact with the people,in direct contact with the countryside,farmers and agriculture,directly facing the "three rural issues",undertaking the function of direct governance,and being the ultimate implementer of national policies.The level of governance and the strength of the governance ability of township governments have a great impact on the implementation of the "rural revitalization".It has a direct impact on the implementation of the strategy of promoting the countryside,the implementing of state policies,and the welfare of the people.Therefore,we should pay great attention to how to improve the governance capacity of township governments in order to realize rural revitalization and build a modern socialist country.This paper takes the rural revitalisation strategy as the background and J town as a case for detailed analysis.It conducts a detailed research on the basic situation of J town such as its institutional setting,cadre and financial situation,and then elaborates and analyses the governance practice of J town in the context of rural revitalisation.The problems of J town’s governance capacity in the context of rural revitalisation were analysed,mainly including insufficient public service capacity,limited policy implementation capacity,lack of crisis response capacity and weak capacity to organise and guide mass self-governance.The current governance capacity of J town’s government is far from the higher requirements arising from the improvement of people’s living standards and social development.Through the investigation and analysis of the problems found and in-depth research,this paper analyses the problems of J township’s governance capacity from four aspects,namely the construction of the township itself,its financial situation,the capacity of the main body of township governance and the concept of township governance,and analyses the causes of the problems.Finally,on the basis of the analysis of the causes of the problems faced by the governance capacity of J township,the theory of governance,the theory of collaborative governance and service-oriented government are combined to make recommendations on the five aspects of optimising and improving the capacity of government services,vigorously improving the financial capacity of the government,comprehensively improving the capacity of the cadres,reshaping the concept of governance of the township government and exploring the road of "information-based" governance.The study is expected to provide suggestions and countermeasures for the governance capacity of township governments.Through the research,it is expected that the majority of township government managers can have a clear understanding of the current situation of township government governance,see the essence through the phenomenon,analyze the current problems and dilemmas,deepen the research on improving the governance capacity of township governments,and make suggestions and suggestions to achieve rural revitalization and improve the governance capacity of township governments in the context of the rural revitalization strategy,in the hope that it can be used by other township governments to improve their governance capacity.It is hoped that it will have some reference significance for other township governments to improve their governance capacity.
